The country office is supporting the projects with contracting, procurement, HR services and finance and is also responsible for the compliance of administrative processes within the rules and regulations of GIZ.
Core Tasks
- Lead and manage the national SRMAs team ensuring coordination, performance, and professional development.
- Advise the country director and other actors on the relevant security requirements and on measures related to incident and crisis management.
- Work in consultation with security management at GIZ Head Office and the relevant national, regional and international actors.
- Design, implement and maintain and continuously improve the professional security risk management system (SRMS) for GIZ Mozambique.
- Oversee the production of security risk, conflict and stakeholder analyses including continuous analyses of the security situation for the project locations and ensuring dissemination.
- Support crisis and incident management at country level, including coordination with the Corporate Security Unit, conducting debriefings, and preparing lessons-learned reports.
- Coordinate the communication of security risk assessments, security briefings and plans for all actors concerned and implement GIZ’s security standards in agreement with the regional Risk Management Office (RMO) team leaders.
- Ensure the quality and availability of security briefings, onboardings, and intakes for international and national staff as well as visitors, tailored to category-specific needs.
- Responsible for maintaining and expanding networks with various external actors. You use your contacts both to act as a point of liaison for all matters regarding security and to strengthen alliances and cooperation arrangements on behalf of the company.
- Responsible for security capacity development and knowledge management, such as training measures.
- Perform the tasks assigned to you by your line manager, where required.
- Manage the staff in your section in accordance with GIZ's understanding of leadership. and will cultivate appreciative leadership.
Requirements
Qualifications and skills
- Relevant university degree in security management, disaster response, regional studies, political science or similar with several years of increasingly responsible experience in SRM in the context of development or humanitarian work in volatile environments
- Professional experience in developing and implementing all-country concepts, ideally from managing security risks in a team set up for fragile contexts, working with diverse security actors.
- Comprehensive knowledge of SRM concepts, methods, and instruments, including humanitarian SRM frameworksConstructive communicator and cultivate productive collaboration with a conscientious eye on transparency and integrity.
- Demonstrate strong leadership in document development and quality control, ensuring accuracy, consistency, and team collaboration.
- Ability to process complex data and extract and communicate comprehensible and coherent information, both for internal as well as external usage and the ability to create awareness for SRM relevance and to adapt effectively to dynamic, high-pressure environments
- Creativity and problem-solving skills, solution-orientation also under challenging circumstances.
- Ability to work under pressure and in accordance with tight deadlines.
- Experience working in a multicultural team and international context.
- Excellent command of spoken and written Portuguese and English (C1/ C2 level).
Professional experience:
- At least 7 years of experience working with international organisations, non-governmental organisations or related institutions in security-related topics and/or security risk management.
