About the Role
The purpose of the Local Monitoring, Evaluation and Learning (MEL) Officer role in Haiti is to support the effective implementation and oversight of the program’s MEL framework. The role ensures the systematic collection, management, and quality assurance of training and performance data across all program activities. It contributes to the production of accurate and timely assessment outputs, supports routine analysis and reporting for programme evaluation, and helps strengthen evidence-based decision-making. The role also facilitates learning processes by supporting structured reflection and lessons-learned activities with key stakeholders, ensuring continuous improvement in programme delivery and outcomes.
What you'll be doing
- Supports the MEL Manager in the on-the-ground administration of the program MEL framework in-country.
- Administers pre- and post-training assessments at the commencement and conclusion of each course.
- Collects and manages weekly summative assessment data across all six companies.
- Maintains attendance registers and training records for all recruits in coordination with the instructional cadre.
- Supports data cleaning, analysis and report preparation for course evaluation reports submitted to the client.
- Assists in facilitating lessons learned workshops.
- Assists in facilitating After-Action Reviews (AARs) with the Training Manager as required.
- Inputs MEL elements into the program reporting.

Requirements
Essential:
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, Public Administration, or a related field, or equivalent experience.
- Formal training in Monitoring, Evaluation, and Learning (MEL), data management, or programme evaluation methodologies, or equivalent experience.
- Strong numeracy and analytical skills, with the ability to interpret and present basic quantitative and qualitative data.
- Proficiency in Microsoft Excel and other data management tools (e.g., Access, SPSS, or similar platforms).
- Strong written and verbal communication skills in English, French and Haitian Creole .
- Experience supporting MEL functions within development or donor-funded programmes (US preferred).
- Demonstrated experience in data collection, entry, validation, and database management.
- Experience maintaining attendance records, training logs, or similar operational datasets in structured programmes.
- Experience supporting reporting processes, including contributing to periodic or end-of-course evaluation reports.
- Experience working with multi-stakeholder environments, ideally including government counterparts, implementing partners, or security-sector programmes.
- Experience supporting learning events such as after-action reviews, lessons learned workshops, or programme reflection sessions.
- Exposure to training programme environments or large cohort-based implementation contexts.
Desirable:
- Qualification in a relevant field such as Monitoring & Evaluation, or equivalent experience.
- Familiarity with results-based management (RBM) frameworks or donor compliance requirements.
- Experience working in fragile, conflict-affected, or security-sector reform contexts.
- Knowledge of data visualisation tools (e.g., Power BI or Tableau).
