About the Role

The Operations Officer ensures the efficient, coordinated, and compliant delivery of day-to-day project operations. The role provides operational, administrative, and security support to enable timely implementation of activities in line with organisational and donor requirements.  

Acting as a central coordination point, the role supports project management and delivery, in coordination with the Project Manager, to enable planning, logistics, security compliance, and stakeholder engagement, while maintaining effective systems, records, and processes. Through proactive problem-solving and coordination, it helps ensure smooth, uninterrupted project delivery.  

What you'll be doing

  • Oversee day-to-day project operations to ensure efficient and timely delivery of activities.  
  • Coordinate logistics arrangements, including venues, equipment, supplies, and operational support, in collaboration with the Project Manager and Training Manager. 
  • Manage the local staff coordination and project delivery arrangements.  
  • Deputise for the Project Manager on in-country project delivery requirements.   
  • Support the implementation of security protocols and ensure compliance with duty of care requirements.  
  • Lead project security reporting, with support from ARK’s Global Head of Safety and Security.  
  • Manage administrative functions, including documentation, filing systems, and operational records.  
  • Liaise with local partners, suppliers, and service providers to facilitate operational delivery. 
  • Support the planning and coordination of field activities, travel, and transport logistics.  
  • Identify and resolve operational issues to minimise disruption to project implementation. 
  • Provide ad-hoc translation for the Project Manager as required in meetings and discussions.   
  • Advise on the local context of training and operations relevant to the project and Haiti.  
  • Coordinate weekly, monthly, end-of-course and ad-hoc meetings for staff to improve training, project delivery and administration. Contribute to identifying challenges, improvements, lessons learned and best practices to improve overall project quality.

  • Be aware of and compliant with all the standards following Safeguarding procedures and policies.   
  • Promote ARK’s speak up culture in order to protect the welfare of children, young people and vulnerable adults.

Requirements

Essential:  

  • Diploma or bachelor's degree in Business Administration, Operations Management, Logistics, or a related field, or equivalent experience. 
  • Minimum 5 years of experience in operations, logistics, or project support roles within international development or a security-focused environment.  
  • Proven experience coordinating administration, logistics, field activities, and operational support in complex or high-risk environments.  
  • Previous experience supporting donor-funded programmes (e.g. US Government, USAID, UN).  
  • Experience working  with the Haitian government/security services.  
  • Strong understanding of duty of care principles, security protocols, and operational risk management.  
  • Experience managing administrative systems, including documentation, filing, and maintaining audit-ready records.  
  • Demonstrated ability to coordinate with multiple stakeholders, including project teams, suppliers, and local partners.  
  • Experience supporting travel coordination, including transport logistics and movement planning.  
  • Strong organisational skills, with the ability to manage multiple priorities and meet tight deadlines.  
  • Excellent problem-solving skills, with the ability to identify and resolve operational challenges proactively.  
  • Proficiency in Microsoft Office (Word, Excel, Outlook) and general IT systems.  
  • Excellent written and verbal communication skills in English. 

Desirable:  

  • Formal Project Management training or certification, or equivalent experience.  
  • Certification in English language, or similar topic, or equivalent experience. 
  • Familiarity with security reporting processes and incident management.  
  • Experience coordinating with law enforcement or security sector stakeholders.  
  • Previous experience interpreting for international English-speaking clients.   
  • Knowledge of logistics and procurement processes and compliance requirements.  
  • Demonstrated problem-solving and decision-making abilities.  
  • Experience supporting training delivery or field-based programme activities.
