Project Introduction
The Data Management Center (DMC) Application Development and Sustainment project provides enterprise software development, modernization, and data governance support for the U.S. Department of Veterans Affairs (VA) Office of Academic Affiliations (OAA). The program sustains and modernizes a portfolio of approximately twelve custom-built .NET web applications, Microsoft Power Platform solutions, SharePoint sites, SSRS and Power BI reports, and supporting SQL Server databases that enable OAA's health professions education, Advanced Fellowship, and trainee management mission. Work includes migration to the VA Enterprise Cloud (VAEC) using Microsoft Azure, SSRS-to-Power BI and WebForms-to-ASP.NET Core modernization, enterprise data governance toward Level 4-5 CMMI target operating maturity, Section 508 accessibility compliance, and continuous sustainment of the active VA-wide umbrella ATO (FIPS 199 Moderate). DMC personnel support both day-to-day operations and strategic modernization initiatives in alignment with VA policies, VAEC standards, and Government-approved governance processes. All work is performed at the Contractor's facility.

The Data Governance / Data Manager aligns as an E3 position at 9th Way Insignia. The position is a Senior Engineer-level, individual-contributor role supporting the VA Office of Academic Affiliations Data Management Center (DMC). This role establishes and maintains enterprise-level data management practices across the OAA application portfolio, driving toward Level 4-5 CMMI target operating maturity (formal appraisal not required). The Data Governance / Data Manager identifies authoritative data sources, standardizes data definitions, resolves duplicate and conflicting data elements, fills metadata gaps, and addresses reporting inconsistencies across all OAA applications, SQL Server databases, SharePoint sites, and Power BI and SSRS reports. This is a technical data authority role, not a personnel management role.
Responsibilities
- Establish and maintain enterprise-level data management practices toward Level 4-5 CMMI target operating maturity.
- Identify and document authoritative data sources across the OAA application and reporting portfolio.
- Standardize data definitions and establish enterprise data standards and naming conventions.
- Resolve duplicate and conflicting data elements across applications, databases, and reports.
- Fill metadata gaps and maintain data dictionaries and report-to-data-source traceability.
- Identify and remediate reporting inconsistencies across SSRS, Power BI, SharePoint, and custom applications.
- Support Azure Data Engineering activities, including data pipeline and data warehouse design considerations.
- Produce and maintain the Data Management Assessment and supporting data governance artifacts.
- Advise developers and Government stakeholders on data quality, data lineage, and governance impacts of proposed changes.
- Support ATO artifact maintenance as it relates to data handling, PII, and data classification.
- Participate in recurring technical working sessions with OAA leadership and the DMC team.
Requirements
- Bachelor's degree in Data Management, Information Systems, Computer Science, or a related field. No equivalencies or substitutions for the degree requirement will be accepted.
- Five (5) or more years of experience in data management, data governance, or data administration.
- Familiarity with data governance frameworks and best practices (required).
- Experience with Azure Data Engineering, SQL Server, Power BI, and SharePoint.
- Demonstrated experience establishing data standards and resolving enterprise data quality issues.
- Strong communication skills with both technical and non-technical stakeholders.
- Must have resided continuously in the United States for the past 36 months.
- U.S. Citizenship required.
Preferred/Desired
- Data governance or data management certifications (e.g., DAMA CDMP, Microsoft Azure Data Engineer Associate).
- Familiarity with CMMI data management maturity models.
- Experience supporting federal agencies or large enterprise environments.
- Federal ATO/RMF experience.
- Experience with Databricks and Synapse.
