About the role
Job Purpose
The Manager – IT Strategy and Planning is responsible for developing, driving, and governing the Technology strategy, operating model, and strategic initiatives to ensure alignment with business objectives and organizational priorities. The role leads strategic planning activities, portfolio governance, performance management, budgeting coordination, and transformation initiatives across the Technology function to support Qiddiya's long-term vision and operational excellence.
Key Responsibilities
Technology Strategy & Governance
- Develop and maintain the Technology strategy, roadmap, and strategic initiatives aligned with corporate objectives.
- Support the definition and execution of the Technology operating model, governance framework, and organizational priorities.
- Establish and monitor Technology performance indicators, strategic objectives, and key results (OKRs/KPIs).
- Facilitate governance forums, steering committees, and executive-level reporting.
Strategic Planning & Portfolio Management
- Lead the annual Technology strategic planning and workforce planning cycles.
- Develop and maintain the Technology portfolio roadmap and investment priorities.
- Coordinate cross-functional initiatives to ensure alignment with business requirements and strategic objectives.
- Monitor portfolio performance, risks, dependencies, and resource allocation.
Budgeting & Financial Planning
- Lead the Technology budgeting and forecasting processes in collaboration with Finance and business stakeholders.
- Monitor budget utilization, investment planning, cost optimization initiatives, and financial performance.
- Support business case development and investment justification for strategic technology initiatives.
Performance Management & Reporting
- Develop executive dashboards, performance reports, and management presentations.
- Track strategic initiatives, milestones, deliverables, risks, and benefits realization.
- Prepare reports and presentations for executive leadership, governance boards, and stakeholders.
- Analyze technology performance metrics and recommend improvement initiatives.
Transformation & Continuous Improvement
- Lead strategic transformation programs and organizational improvement initiatives.
- Identify opportunities to optimize technology processes, governance, and operating models.
- Drive continuous improvement and operational excellence initiatives across the Technology function.
Requirements
Qualifications
- Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, Engineering, or a related field.
- Master's degree (MBA or equivalent) preferred.
- Professional certifications such as PMP, ITIL, TOGAF, COBIT, or strategic management certifications are preferred.
Experience
- Minimum 8–10 years of experience in Technology Strategy, IT Planning, PMO, Management Consulting, or Technology Governance.
- Experience in large-scale organizations, digital transformation programs, or complex enterprise environments.
- Proven experience in strategic planning, portfolio management, budgeting, and executive reporting.
