Position Overview

The Monitoring, Evaluation, and Quality Improvement (MEQI) Senior Consultant plays a key role in designing, managing, and delivering evaluation, assessment, and quality improvement projects for state and local public health clients. Senior Consultants at this level work across BME's MEQI service pillars (Participatory Local Evidence, Continuous Improvement, Evidence at Scale, and Data Modernization & Interoperability) and may contribute to one or more pillars depending on project need and candidate expertise. Engagements with an Evidence at Scale focus are the most likely placement for candidates with strong evaluation methodology backgrounds. This position will report to an Associate Principal within the MEQI practice.

This role is an excellent fit for someone who combines strong evaluation methodology and analytical skills with the project management and coordination instincts needed to run complex, multi-stakeholder engagements well. The ideal candidate is as invested in the systems that hold a project together as in the analysis itself, communicates fluently with clients and partners at varying levels of technical sophistication, and is energized by translating rigorous methods into actionable findings for public health decision-makers. Experience in a management consulting firm is required.

Key Responsibilities

BME Org-Wide Responsibilities for Senior Consultants (Subject Matter Experts):

  • Senior Consultant roles at BME consist of approximately 85% project work, 5% administrative work, and 10% business development.
  • Leads project design and attends to client relationships. 
    • May serve as a technical expert and/or individual contributor on highly specialized workstreams.
  • Minimal project oversight needed.
  • Manages projects to exemplary client satisfaction.
  • Recognizes business opportunities with existing clients and works with leadership to pursue.
  • Proactively does outreach and sourcing of new clients.
  • Sources RFPs of interest.

Additional Responsibilities:

  • Evaluation, Assessment & Quality Improvement:
    • Design and implement evaluation frameworks, including logic model development, indicator design, data collection planning, analysis, interpretation, and reporting.
    • Conduct epidemiologic analyses, surveillance reviews, community health assessments, and other data-driven assessments that inform client priorities.
    • Apply contribution analysis and other evaluative approaches appropriate for complex, multi-initiative public health programs.
    • Support quality improvement engagements, including identifying improvement opportunities, facilitating QI projects, and developing related tools and guidance.
    • Support public health accreditation (PHAB) readiness where assigned, including performance management systems, documentation review, and domain mapping.
  • Project Leadership & Client Coordination:
  • Serve as project manager and day-to-day client contact on assigned engagements, keeping projects on scope, schedule, and budget.
  • Coordinate across internal team members, client staff, subcontractors, and partner organizations.
  • Anticipate logistical and methodological challenges before they become problems; bring proposed solutions rather than escalating issues alone.
  • Manage client relationships with professionalism and responsiveness, including with senior health department leadership and state agency staff.
  • Serve as a primary liaison between clients, community partners, and project stakeholders.
  • Support the design and implementation of public health initiatives, trainings, and technical assistance activities across assigned projects.
  • Data & Reporting:
    • Develop and maintain organized systems for project tracking, data management, and reporting.
    • Prepare high-quality written deliverables including technical reports, data summaries, dashboards, presentations, and policy or procedural documents.
    • Conduct community outreach activities, including participatory evaluation and assessment approaches.
  • Collaboration & Business Development:
    • Collaborate with colleagues to build tools, templates, and guidance that build lasting client capacity in performance management, accreditation, and QI.
    • Support onboarding and skills development for junior BME staff assigned to CI engagements.
    • Contribute to business development by supporting proposal writing, scope development, and identifying new opportunities within existing client accounts.
    • Other duties as assigned in support of BME's mission and client commitments.

Experience, Qualification, & Skills

  • Minimum of 6 years relevant experience required, including 4 or more years in a consulting firm environment. 
  • Master’s degree in Public Health or a related field.
  • People management experience preferred.
  • Minimum 5 years client-facing experience, including 2 or more in project leadership roles.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.
  • Track record of managing client relationships and converting delivery quality into expanded account scope is required.
  • Strong analytical abilities across quantitative and/or qualitative methods, with the ability to select and apply approaches appropriate to the evaluation question.
  • Excellent written and verbal communication skills, including the ability to translate complex findings into clear, actionable insights for diverse audiences.
  • Strong project management instincts: comfortable managing timelines, coordinating across stakeholders, tracking deliverables, and flagging risk proactively.
  • Skilled facilitator capable of supporting evaluation discussions, QI sessions, community outreach, or accreditation workgroups.
  • Proficient with data analysis and visualization tools (e.g., Excel, R, Stata, Tableau, or similar).
  • Familiarity with public health systems and practices at the local and state level.
  • Understanding of evaluation frameworks, contribution analysis, and/or performance management approaches preferred.
  • Familiarity with and understanding of data modernization within the public health space. 
  • Calm, adaptable, and solution-oriented in dynamic, multi-stakeholder environments.
  • And an alignment with BME’s shared values
  • Preferred:
    • Experience in at least one of the following: program evaluation and evaluation design; epidemiologic methods and analysis; quality improvement; public health accreditation (PHAB) documentation or readiness support.
    • Experience with state-scale or multi-site evaluation design is a plus.

Work Environment 

  • This is a full-time position based in a home office environment within the U.S.
  • BME Strategies in a remote-first organization. This role may require occasional travel to client sites, conferences, or meetings as required.

  • The salary range for this position is $91,520 - $151,840 annually. 

Please note: New employees are typically brought into the organization at a salary between the range minimum and the salary range midpoint, dependent upon internal equity and the budgeted amount for the position.
