Team (Project) Introduction

We are recruiting for a range of cybersecurity opportunities supporting federal customers, focused on strengthening enterprise security architecture, systems engineering, and the secure implementation of technologies across the environment.

The work involves applying established cybersecurity standards, guidelines, and frameworks to help translate organizational and business requirements into secure, scalable technical solutions. Team members may contribute to security architecture and engineering efforts, implementation guidance, technical analysis, and the development of repeatable approaches that support the consistent deployment and operation of secure technologies across complex enterprise environments.

Systems security engineering is an important component of this work, with an emphasis on incorporating security and stakeholder protection requirements throughout the system development life cycle, from concept and design through development, production, sustainment, and decommissioning. The team will apply established systems engineering and cybersecurity principles to help protect systems, applications, data, and supporting technologies.

Ultimately, this work supports the broader mission to strengthen its cybersecurity posture, reduce organizational risk, and protect critical systems and information from evolving cyber threats, including external adversaries and insider threats.

A Manager is responsible for planning, directing and overseeing the operations and fiscal health of a unit, division, or department. Managers require skills and qualifications such as exceptional leadership, communication and interpersonal skills.

Functional Job (LCAT) Information:

The Program Manager will provide overall leadership, management, coordination, and execution oversight for the VA program. The Program Manager will serve as a primary interface between contractor personnel and VA stakeholders and will ensure program activities, resources, schedules, risks, deliverables, and technical efforts remain aligned with contract requirements and Government priorities.

Responsibilities:

  • Provide overall program and contract management leadership for cybersecurity architecture, engineering, operations, modernization, and support activities.
  • Serve as a primary management interface with the Contracting Officer, Contracting Officer’s Representative, VA Program Manager, OIS/COSE leadership, and other Government stakeholders.
  • Translate Government requirements, priorities, tasking, and customer expectations into actionable work plans, assignments, schedules, and technical direction for the contractor team.
  • Lead multidisciplinary teams supporting cybersecurity, cloud security, architecture, engineering, risk and compliance, DevSecOps, AI, cryptography, documentation, and related technical functions.
  • Manage the planning and execution of IT and cloud design, security, development, systems engineering, and implementation efforts.
  • Ensure program execution remains aligned with approved Federal security, cybersecurity, cloud, A&A, and Authority to Operate requirements.
  • Develop, maintain, and update the Contractor Project Management Plan (CPMP) throughout the period of performance.
  • Establish and maintain the program’s work breakdown structure, activity lists, resource assignments, schedules, dependencies, interdependencies, milestones, risks, and project baseline.
  • Monitor program performance against the approved baseline and identify deviations requiring corrective action or Government coordination.
  • Manage program schedules and ensure contract activities, milestones, reviews, and deliverables are completed within required timeframes.
  • Identify, assess, track, and manage program risks, issues, dependencies, constraints, and impediments.
  • Develop and coordinate mitigation plans for schedule, staffing, technical, performance, security, and delivery risks.
  • Proactively identify unresolved issues and establish resolution plans, responsible parties, and completion timelines.
  • Escalate significant risks or issues to Government leadership when appropriate while maintaining transparency and avoiding unnecessary escalation.
  • Manage and coordinate production of required Weekly Progress Reports, Project Management Reports, Monthly Progress Reports, leadership briefings, and other program-management deliverables.
  • Ensure program reporting accurately reflects completed work, planned work, problems, resolution status, milestones, level of effort, schedule changes, deliverable status, risks, and deviations from the CPMP.
  • Develop and coordinate weekly leadership briefing packages, including briefing slides, information papers, recommendations, supporting data, and program metrics.
  • Gather and validate program data and metrics needed to respond to Government leadership tasking and support executive decision-making.
  • Provide clear and concise program status information to both technical and executive stakeholders.
  • Schedule, lead, and coordinate recurring program status meetings and weekly meetings with VA OIS/COSE personnel.
  • Review the status of each task area, identify next steps, and communicate risks, impediments, urgent issues, and recommended mitigation actions.
  • Ensure decisions, actions, issues, pending deliverables, and follow-up items from program meetings are documented and tracked through completion.
  • Maintain regular communications with Government stakeholders to ensure program status, risks, changes, and outstanding issues remain transparent.
  • Coordinate activities across multiple technical teams and ensure dependencies between architecture, engineering, compliance, modernization, documentation, and operational activities are understood and managed.
  • Ensure technical leads and SMEs have clear requirements, priorities, schedules, and resources necessary to perform assigned work.
  • Monitor the status and quality of contract deliverables and coordinate corrective action when products do not meet schedule, quality, format, or Government requirements.
  • Track all required Information and Communication Technology (ICT) and Electronic and Information Technology (EIT) deliverables, including applicable Section 508 conformance status.
  • Ensure cybersecurity initiatives, technology scouting, solution discovery, innovation activities, briefings, white papers, and technical efforts are reflected appropriately in program reporting.
  • Oversee resource planning and staffing across all labor categories required to execute the PWS.
  • Develop and maintain the contract Staffing Plan and Contractor Staff Roster.
  • Monitor filled and unfilled positions and coordinate timely recruiting, onboarding, substitutions, and offboarding activities.
  • Ensure personnel assigned to the program meet required experience, education, certification, background investigation, and access requirements.
  • Coordinate replacement of key personnel when required and minimize disruption to program performance.
  • Oversee personnel onboarding and offboarding processes and ensure staffing records remain accurate and current.
  • Monitor completion of required VA Privacy, Information Security Awareness, Rules of Behavior, role-based training, and professional certification requirements.
  • Ensure training and certification status is properly tracked and reported to VA.
  • Coordinate management of Government Furnished Equipment and ensure appropriate assignment, approval, tracking, reporting, and return of GFE.
  • Ensure Government-provided equipment and system access are allocated only to personnel with legitimate mission requirements and appropriate authorization.
  • Oversee creation and maintenance of the program’s Government-approved SharePoint or document repository for program documentation, deliverables, and work products.
  • Ensure program artifacts remain organized, available, appropriately controlled, and accessible to authorized stakeholders.
  • Support effective configuration management, change management, documentation management, and knowledge transfer across the program.
  • Maintain awareness of technical cybersecurity activities to ensure programmatic decisions support the needs of architecture and engineering teams.
  • Coordinate with the Technical Lead / Chief Security Architect and specialized SMEs on security architecture, cloud security, risk, engineering, emerging technologies, and modernization initiatives.
  • Support Federal Assessment and Authorization and ATO activities by ensuring required technical resources, documentation, schedules, dependencies, and stakeholder activities are properly coordinated.
  • Manage competing program priorities and make informed trade-off decisions involving scope, schedule, resources, risk, technical complexity, and Government priorities.
  • Ensure program execution remains aligned with the Government’s cybersecurity mission and supports continuous improvement of the VA’s security posture.
  • May require occasional on-site

Requirements:

  • Minimum of 10 years of Information Security Experience of which at least 5 years are of Cybersecurity and Cloud Security experience at a large Government agency similar in size/scope to GSA, IRS, DoD or VA. 
  • Expertise in project management, security architecture and security engineering with ability to translate customer requirements and relay them to the team. 
  • Expertise in managing IT and Cloud design, security, development, systems engineering, and implementation efforts. 
  • Expertise in security solutions in federal and/or commercial industry.  
  • Expertise with Federal A&A and Authority to Operate (ATO) activities. 
  • Expertise in cybersecurity architecture and engineering requirements and authorizations (FedRAMP/RMF) 
  • Expertise in Federal policies, processes, and standards. 

Preferred / Desired:

  • Bachelor’s degree in Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or related fields. 
  • PMP, CASP+ (SecurityX), CCISO, CISA, CISM, CISSP, CISSP-ISSAP, CISSP-ISSEP, GCED, GCIH, GSLC, CCNP Security
Salary Range
$86,896.38$130,000 USD

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
