Credence has an immediate need for two experienced Procurement Coordinators to provide Systems Engineering and Technical Assistance (SETA) support to Project Manager Positioning, Navigation, and Timing (PM PNT). These professionals will coordinate complex Department of Defense acquisition and contracting activities, develop high-quality procurement packages, and help align contracting milestones with program objectives.

Successful candidates will be proactive self-starters capable of gathering information from multiple functional areas, interpreting procurement regulations, and translating operational and technical requirements into actionable acquisition documentation.

Key Responsibilities

  • Plan, develop, review, and track Acquisition Requirements Packages for Government approval in accordance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Defense, Department of the Army, ASA(ALT), and Program Executive Office guidance
  • Draft Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWSs), performance specifications, evaluation criteria, and associated solicitation documentation for PM PNT products.
  • Develop complete, accurate, and timely Procurement Request packages to accelerate contracting reviews and reduce delays between functional organizations
  • Maintain contract metrics associated with ongoing and planned PM PNT contracting activities
  • Research historical and current contract actions using systems and repositories such as Electronic Document Access (EDA), the Federal Procurement Data System (FPDS), SAM.gov, and internal contract-writing systems
  • Analyze contract periods of performance, funding lines, expenditure rates, contract terms, deliverables, and related acquisition data
  • Provide input supporting the development of classified and unclassified contract schedules and milestones
  • Coordinate contracting activities with PM PNT leadership, product offices, requiring activities, Army Contracting Command, external stakeholders, and industry partners
  • Synchronize procurement requirements across engineering, logistics, cybersecurity, legal, financial management, and budget organizations
  • Align acquisition and procurement milestones with the program’s integrated master schedule
  • Develop and coordinate classified and unclassified briefing materials for program status, contracting, financial, and acquisition reviews
  • Attend and support program status, contracting, financial, and acquisition reviews
  • Track Contract Data Requirements List (CDRL) submissions and route deliverables to the appropriate PM PNT product personnel for Government review and action
  • Support the development of long-term acquisition strategies and recommend appropriate procurement approaches, including FAR-based acquisitions, Other Transaction Authorities (OTAs), and Middle Tier of Acquisition (MTA) pathways
  • Assist in selecting contract types and acquisition strategies appropriate to technical complexity, schedule requirements, funding constraints, and program risk
  • Identify potential statutory, regulatory, fiscal, supply-chain, schedule, and contracting risks before they affect program execution
  • Support post-award activities, including technical surveillance, Contracting Officer’s Representative and Quality Assurance Surveillance Plan activities, period-of-performance monitoring, scope-change analysis, contract modifications, and follow-on acquisition planning
  • Help ensure compliance with fiscal requirements, including bona fide need and Anti-Deficiency Act considerations

Requirements

  • Active secret security clearance is required
  • Candidates must meet one of the following education and experience combinations:

Level II

  • Bachelor’s degree in business, contracting, acquisition, or a related field and at least three years of relevant experience in Department of Defense contracting or acquisition; or
  • Master’s degree in business, contracting, acquisition, or a related field and at least one year of relevant experience

Level III

  • Bachelor’s degree in business, contracting, acquisition, or a related field and at least seven years of relevant experience in Department of Defense contracting or acquisition; or
  • Master’s degree in business, contracting, acquisition, or a related field and at least five years of relevant experience

Level IV

  • Bachelor’s degree in business, contracting, acquisition, or a related field and at least ten years of relevant experience in Department of Defense contracting or acquisition; or
  • Master’s degree in business, contracting, acquisition, or a related field and at least eight years of relevant experience

Preferred Knowledge and Experience

  • Working knowledge of the FAR, DFARS, Army acquisition regulations, and applicable agency supplements
  • Experience preparing and coordinating Acquisition Requirements Packages or Procurement Request packages
  • Experience drafting performance-based acquisition documents, including PWSs, SOWs, SOOs, performance specifications, and evaluation criteria
  • Familiarity with EDA, FPDS, SAM.gov, and Government contract-writing or acquisition-management systems
  • Understanding of DoD acquisition pathways, contract types, source-selection activities, and procurement strategy development
  • Experience tracking CDRLs, contract deliverables, periods of performance, funding execution, and contract milestones
  • Knowledge of COR responsibilities, QASPs, technical surveillance, scope changes, contract modifications, and follow-on acquisition planning
  • Ability to work with classified and unclassified acquisition information and briefing materials
  • Experience supporting an Army Program Executive Office, Project Management Office, or comparable DoD acquisition organization is highly desirable
