Job Description

POSITION OVERVIEW

The Assistant Program Manager of State Aid will assit with leading the State Aid section, monitoring the interpretation and implementation of the state aid formula and ensuring accurate disbursement of funds to school districts. This position requires a deep understanding of state aid factors, legislative processes, and the ability to communicate complex information effectively.

Please note: This role requires a consistent, in-person presence at the designated workplace in Oklahoma City, Oklahoma, and does not offer remote, telecommuting, or hybrid options.

ESSENTIAL FUNCTIONS 

  • State Aid Formula Interpretation and Communication: Interpret and explain changes in the state aid formula, including foundation aid, salary incentive aid, and supplements for transportation and special education; Explain calculations to superintendents, administrators, legislators, and subordinates.
  • Section Management and Coordination: Direct the activities of the State Aid section and coordinate with other divisions within the department; Supervise the preparation of reports for the legislature, media, and other stakeholders; Develop forms and data sheets required by law, State Board regulations, or other state government divisions.
  • Budgeting and Allotments: Coordinate the preparation of the annual Budget Request, Budget Work Program, and Quarterly Allotments for Common Education.
  • Attendance Audits and Statistical Analysis: Direct the review and analysis of attendance audits and annual statistical reports from school districts; Process shared superintendent applications and determine receiving districts' share of state aid due to annexations and changes in transportation area.
  • State Aid Disbursement and Allocation: Direct the calculation, allocation, and disbursement of state aid money; Make administrative decisions regarding district allocation and interpretation of laws and regulations; Supervise the preparation of projections to the legislature for anticipated appropriation needs.
  • Financial Reporting and Analysis: Direct the compilation of income sheets and analyze expenditure reports from school districts; Ensure alignment with the district's Estimate of Needs and Financial Statement filed with the State Equalization Board.
  • Legislation: Supports the legislative development process by reviewing proposed legislation and offering guidance, analysis, and informed input to ensure alignment with organizational priorities.
  • NEA Annual Report: Supervise data collection and reporting for the National Education Association (NEA) annual report.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Finance, Education, or a related field [official transcripts required upon hire];
  • Three (3) years of experience interpreting complex funding formulas and clearly explain technical calculations to superintendents, administrators, legislators, and other stakeholders; preparing and managing budget requests, work programs, and quarterly allotments with accuracy and compliance.
  • Three (3) years of experience conducting audits and statistical analyses of district attendance data, financial reports, and other required information to ensure compliance and identify trends.
  • The ability to provide sound financial guidance by reviewing expenditure reports, interpreting statutes, and supporting informed decisions related to state aid.
  • Proficiency in Microsoft Excel (minimum intermediate level).
  • Or an equivalent combination of education and experience, substituting one year of relevant experience for each year of the required education. 

 

SPECIAL REQUIREMENTS

  • Applicants must be currently authorized to work in the United States on a full-time basis without sponsorship;
  • Successful completion of a pre-employment background check;
  • Must possess a valid driver’s license from a U.S. state or territory to perform necessary job-related travel.
  • Less than 10% in-state/out-of-state travel may be required.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Location:  Oliver Hodge Building, Oklahoma City, Oklahoma

     Work Environment includes:

o   Office Setting: Climate-controlled office setting with exposure to moderate noise; the employee is frequently required to talk, walk, and stand; this position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time.

     Physical Demands include:

o   Ability to stand, reach, and bend 50% of the time;

o   Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, and office telephone 75% of the time;

o   Ascends/descends stairs 25% of the time;

o   Ability to lift to 25 lbs.

     Cognitive Requirements:

o   This role requires clear and accurate communication, strong analytical skills, and the ability to evaluate information and make timely decisions.

o   Sustained focus and attention to detail are essential, along with memory retention of policies, procedures, and facts over various time frames.

o   Adaptability and mental flexibility are also necessary to handle changing information, work conditions, and unexpected challenges.
