The developer will proactively identify usability improvements, conduct user research, and create wireframes, mockups, and prototypes to improve user experience, accessibility, and system functionality. The role will also support front-end development and implementation of UI enhancements as program needs evolve, ensuring compliance with Section 508 accessibility requirements. This position works within a cross-functional team of developers, business analysts, and Navy stakeholders in a Secret-cleared program environment.

Responsibilities:

  • Evaluate existing Navy and DoW applications, including custom web applications, Power Apps, SharePoint solutions, dashboards, RPA and intelligent automation solutions, AI-enabled tools, and legacy systems, through heuristic evaluations, usability audits, and analysis of user feedback to proactively identify opportunities to improve usability, accessibility, navigation, and overall user experience.
  • Conduct user research through stakeholder interviews, surveys, usability testing, and other methods to identify user needs, pain points, and opportunities for system enhancements.
  • Translate user research and business requirements into wireframes, mockups, interactive prototypes, user flows, and other design artifacts that communicate proposed improvements.
  • Develop user-centered design recommendations that simplify workflows, improve system navigation, and balance user needs with business requirements and technical constraints.
  • Design dashboards and data visualizations (e.g., Microsoft Power BI) that present real property, asset, and performance data clearly, applying data visualization best practices so users can quickly interpret information and take action
  • Design the user-facing touchpoints of RPA and intelligent automation solutions, including intak forms, request portals, human-in-the-loop review and exception-handing screens, status notifications, and bot monitoring views.
  • Design, develop, test, and implement user interface enhancements using front-end development technologies, including HTML, CSS, JavaScript, and applicable frameworks, as program needs evolve.
  • Facilitate design reviews and working sessions with functional users, stakeholders, and technical teams to validate proposed solutions and incorporate feedback.
  • Establish and maintain UI/UX design standards, reusable components, and development best practices to promote consistency, maintainability, and scalability across supported systems.
  • Ensure proposed designs and developed interfaces comply with Section 508 accessibility requirements, applicable Web Content Accessibility Guidelines (WCAG), and relevant Navy and DoW standards.
  • Collaborate with developers, system owners, and business analysts to translate approved designs into actionable technical requirements, support implementation, and validate that developed solutions align with intended designs.
  • Support the design and potential development of intuitive, transparent, and trustworthy user interfaces for emerging technologies, including AI-enabled applications, generative AI, and intelligent automation solutions, with clear indication of AI-generated content, source references, limitations, and points for human review and override.
  • Define and track UX success measures (e.g., task completion rate, time on task, error rate, System Usability Scale scores, and user adoption) to establish baselines, prioritize improvements, and demonstrate the impact of design changes.
  • Participate in Agile development activities and maintain design, development, and technical documentation in accordance with program standards, security requirements, and system development practices.
  • Required Skills:

  •  Active or interim DoD SECRET security clearance; ability to maintain clearance eligibility for the duration of assignment.
  •  U.S. Citizenship (required by contract).
  • Bachelor's degree in Computer Science, Information Systems, Software Engineering, UX/UI Design, or a related technical field.
  •  3–6 years of professional experience in UI/UX design, front-end development, web application development, or a related discipline, including demonstrated experience in both interface design and development.
  • Demonstrated experience evaluating existing applications and recommending improvements to usability, navigation, accessibility, and overall user experience.
  • Experience developing wireframes, mockups, interactive prototypes, user flows, and other UX/UI design artifacts using modern design and prototyping tools.
  • Experience conducting user research, stakeholder interviews, usability testing, and incorporating user feedback into design decisions.
  • Hands-on experience developing and modifying user interfaces using HTML, CSS, JavaScript, and responsive web design techniques.
  • Working knowledge of modern front-end frameworks or libraries, such as React, Angular, Vue.js, or comparable technologies.
  • Experience translating UX/UI designs into functional, maintainable, and accessible user interfaces.
  • Working knowledge of Section 508 accessibility requirements and WCAG standards, including their application to both interface design and front-end development.
  • Understanding of software development fundamentals, including version control, testing, debugging, code documentation, and integration with existing applications.
  • Strong communication and collaboration skills, including the ability to present design concepts, discuss technical feasibility, and work effectively with both technical and non-technical stakeholders.
  • Ability to independently identify improvement opportunities and manage assigned design and development activities across multiple systems.
  • Desired Skills:

  • Experience using Vuetify, Figma, Adobe XD, Sketch, or similar UX/UI design and prototyping platforms.
  • Experience designing and developing interfaces for Power Apps (Canvas and Model-Driven), SharePoints, Power BI Dashboards, or other enterprise applications.
  • Experience modernizing legacy applications or improving user interfaces within existing government systems.
  • Experience developing reusable front-end components, design systems, and standardized UI libraries.
  • Experience with Microsoft Power Platform, SharePoint Framework (SPFx), or other low-code application development technologies.
  • Familiarity with Microsoft Azure and Azure-based application development environments.
  • Experience designing or developing interfaces for generative AI, agentic AI, chatbots, intelligent automation, or other AI-enabled applications.
  • Experience with Git, GitLab, CI/CD pipelines, or other collaborative software development and deployment tools.
  • Experience conducting accessibility assessments, Section 508 compliance testing, and remediation of accessibility issues.
  • Prior experience supporting Department of the Navy, NAVFAC, DoW, DoD, or another federal government organization.
  • Familiarity with Department of Navy Real Property systems such as INFADS, Maximo, and GIS
  • Familiarity with federal cybersecurity, access control, change management, and Authority to Operate (ATO) requirements.
  • Experience working within Agile/Scrum software development environments.
