KEY RESPONSIBILITIES
Strategy and Technical Programme Design
- Lead the development, review and monitoring of the H&N technical strategy and annual implementation plan, aligned with WVIM strategy and global standards.
- Lead evidence-based H&N programme design, including root-cause analysis and integration of H&N across relevant sector programmes.
- Oversee contextualisation and adaptation of H&N programme models, technical standards, guidelines and tools.
Technical Guidance, Capacity Building, Quality Assurance and Improvement
- Lead and coordinate the H&N technical team and ensure effective delivery of technical support.
- Provide technical input to ADP and grant project DIPs, budgets and implementation plans.
- Lead development and dissemination of technical resources and quality-assurance tools.
- Develop and implement an annual H&N capacity-building plan, including competency assessment, training, coaching and field-based technical assistance.
Evidence, Learning and Knowledge Management
- Lead the development and use of H&N monitoring, evaluation and learning tools in collaboration with MEAL.
- Establish systems to capture, analyse and apply programme evidence, learning and innovation and consolidate annual learning and good practices.
- Maintain and expand the H&N technical resource library.
- Disseminate evidence and learning internally and externally to inform programme improvement and advocacy.
Advocacy, External Engagement and Partnerships
- Represent and position WVIM as a technical partner in H&N through relevant government, UN, NGO, donor, cluster and working-group forums.
- Contribute technical evidence and analysis to sector advocacy and policy priorities.
- Develop and maintain strategic partnerships that strengthen H&N programming and influence.
- Coordinate H&N programming with government priorities and other humanitarian/development actors.
- Support engagement with MoPH and relevant departments on the Health and Nutrition Workplan approvals and MoU development.
- Support WASH related activities, in connection with the Health and Nutrition Workplan with MoPH.
Resource Acquisition and Donor Engagement
- Provide technical leadership and input throughout the grants acquisition cycle, from opportunity analysis and Go/No-Go decisions through concept notes, proposals and donor engagement.
- Maintain an up-to-date H&N funding landscape and pipeline in collaboration with Grants Acquisition.
- Engage donors and partners to position WVIM’s H&N technical expertise and programme models.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- At least 5 years’ experience implementing Health and/or Nutrition programmes in Myanmar.
- Strong understanding of Myanmar’s Health and Nutrition context, national health strategies, policies, and priorities, health systems, including community health services and civil society engagement.
- Experience in training, coaching and capacity strengthening of health and programme staff.
- Demonstrated skills in networking, representation and partnership development, including collaboration with government, civil society, UN and other stakeholders.
- Experience in generating, analysing and applying data and evidence to improve programme quality, learning and impact.
- Demonstrated programme design, monitoring and evaluation skills, including developing approaches for sustainable impact at scale.
- Experience supporting humanitarian preparedness, response and recovery.
- Master’s degree in Public Health, Nutrition or a related field, or equivalent professional experience.
- Bachelor’s degree in Health, Medicine, Public Health or a related discipline.
- Valid SAMA certification, or evidence that certification is in process.
- Training in basic epidemiology and statistics strongly preferred
- Technical expertise in community health and health systems strengthening
- Experience managing government relationships to promote improved sustainability
- Based in the Head Office in Yangon. Periodic in-country and international travel is required, not exceeding 30% of the time
