About this Resident Engineer (Coastal) role at SMEC

We are seeking an experienced Resident Engineer (RE) to oversee land reclamation, marine construction, and coastal development on an offshore island west of Singapore.

Responsibilities:

  • Supervise the execution of the civil and structural works and, ensuring compliance with contract specifications, drawings, bill of quantities, safety regulations, and environmental standards.
  • Monitor and ensure proper movement of Marine Transport.
  • Supervise and witness sand sampling from marine transport vessels.
  • Working closely with the site team including Senior Resident Engineers (SREs), Resident Engineers (REs) and Resident Technical Officers (RTOs) to ensure proper supervision and progress tracking.
  • Liaise with consultants, PE (Geo) (S), SO representatives, Project Manager, contractors, and authorities, ensuring smooth project execution and accurate dissemination of information.
  • Monitor project schedules, progress claims, and documentation using scheduling and IT tools, ensuring timely reporting and record-keeping.
  • Conduct safety audits, night shift checks, and quality control inspections to ensure site conditions, materials, and workmanship meet specifications.
  • Review and assess technical submissions, method statements, drawings, risk assessments, and variations, providing recommendations where necessary.
  • Inspect and approve temporary and completed works, addressing defects, ensuring compliance, and overseeing project handover.
  • Oversee all aspects of EMMP works and regularly monitor EMMP parameters through the Specialist EMMP Consultant’s Information Management System (IMS).
  • Ensure adherence to workplace safety and health regulations and direct modifications if required.
  • Perform site inspections, attend meetings, and prepare reports to update the Employer, Consultant, and Authorities.
  • Support administrative and compliance requirements, including foreign worker declarations, security clearance, site documentation and site visits.
  • Job location: West

Requirements:

  • Degree in Civil Engineering, recognised by PEB Singapore, registered on the register of JAC’s list of accredited QSS, with minimum 5 years of relevant experience in supervision of major infrastructure works or major reclamation work or port construction works or marine works or underground building works.
  • Accredited Resident Engineer (RE) by IES/ACES.
  • Strong English communication and report-writing skills.
  • Proficiency in Microsoft Office, scheduling software, and IT tools for documentation.
  • Knowledge of marine operations, dredgers, barges, and MPA regulations.
  • Must pass internal security clearance by the Employer and Singapore Government.
