[What the role is]

Successful candidate will be appointed on a contract basis and will be deployed to the Ministry of Culture, Community and Youth (MCCY). At MCCY, we aim to build a cohesive and resilient society, deepening the sense of national identity and affinity for Singapore through strengthening community bonds, promoting of the arts and heritage, youth engagement, sports development, volunteerism and philanthropy.

The Registry of Muslim Marriages (ROMM) aims to be a world class marriage institution that provides to the building of strong and stable families. The Syariah Court (SYC) is a key institution for the Singapore Muslim community and seeks to be a reliable, dynamic and just court which inspires confidence to best serve the Muslim community. Together, ROMM-SYC strengthens Muslim families by supporting couples through marital challenges, facilitating amicable resolutions, and safeguarding the welfare of children and families through the divorce process.

[What you will be working on]

• Lead the coordination and delivery of ROMM-SYC's programmes to strengthen Muslim Families. This includes marriage counselling and family support services, through effective programme management, service coordination, evidence-based analytics and inter-agency collaboration, ensuring quality outcomes for Muslim families while supporting organisational objectives and compliance requirements.
• Lead stakeholder consultation processes for policy development and programme design, ensuring diverse perspectives are incorporated into programme and service improvements.
• Maintain and support strategic partnerships with M3 agencies, government and community agencies, and religious institutions, aligning partnerships with ROMM-SYC's objectives to better serve Muslim families.
• Plan and execute engagement activities and capability building programmes for ROMM-SYC stakeholders.
• Develop, review, and maintain SOPs, workflows and documentation standards to ensure consistent and quality service delivery across all service providers and partners.
• Provide regular updates and reports to management on programme progress and key deliverables.

[What we are looking for]

Work Experience

• Tertiary qualification with 3-5 years’ experience in programme management, social services, community development or any related field is required for this position.
• Good appreciation and understanding of working with the Malay / Muslim community and understanding of social issues relevant to Muslim families, marriages and divorce.
• Experience working in the social services sector will be an advantage.
• Experience in service delivery oversight, programme evaluation, or inter-agency coordination will be an advantage.

• Ability to plan, coordinate, and oversee the full lifecycle of programmes, ensuring timely delivery, quality outcomes, and alignment with organisational objectives. This includes managing budgets, timelines, and compliance requirements.

 

Programme Evaluation and Data-driven Analysis

• Ability to develop and apply evaluation frameworks and performance indicators to assess programme effectiveness and impact.
• Ability to utilise data analytics to review strategies, programmes, and initiatives, assessing their effectiveness and impact.
• Develop evidence-based recommendations for new or improved strategies, leveraging insights from complex data analysis.

Strategic Partnership and Stakeholder Engagement

• Ability to identify, analyse, and prioritise stakeholders across diverse domains, and develop targeted and culturally sensitive engagement approaches.
• Ability to build and maintain effective strategic partnerships with stakeholders at all levels, from community partners to senior government officials, aligning partnerships with organisational goals.
• Excellent oral and written communication skills, with the ability to engage confidently and effectively with diverse stakeholders at all levels.

 

Communication and Presentation

• Ability to express ideas clearly and concisely in writing, including preparation of reports, policy briefs, programme documentation, and correspondence.
• Ability to present findings, recommendations, and programme updates confidently and persuasively through oral presentations to varied audiences including senior management and external partners.

 

Personal Attributes

• Strong organisational and coordination skills to manage multiple tasks in a fast-paced working environment.
• Able to work both independently and collaboratively as part of an inter-disciplinary team.

• Proactive in seeking opportunities to collaborate with internal and external partners to improve outcomes for Muslim families.
