JOB DESCRIPTION

  • Leads the end-to-end tender management process for offshore substation projects, including HVAC and HVDC platforms.
  • Reviews Invitation to Tender (ITT) documents and defines bid strategies in alignment with project objectives.
  • Coordinates tender timelines, deliverables, and internal approval processes to ensure timely submission.
  • Collaborates closely with multidisciplinary engineering teams, including electrical, structural, topsides, and marine disciplines.
  • Ensures technical compliance with client specifications, standards, and regulatory requirements.
  • Consolidates technical inputs into a cohesive and well-integrated proposal.
  • Develops comprehensive cost estimates covering engineering, procurement, construction, and installation (EPCI), fabrication, transportation, and risk contingencies.
  • Optimizes pricing strategies to maintain competitiveness while protecting project margins.
  • Manages stakeholder interfaces with clients, internal departments (engineering, procurement, finance, legal), and external partners or subcontractors.
  • Leads tender clarification meetings and negotiations during the bid stage.
  • Identifies commercial, technical, and contractual risks and opportunities throughout the tender phase.
  • Proposes mitigation measures and value engineering solutions to enhance bid value.
  • Oversees the preparation of technical proposals, commercial submissions, execution strategies, and project schedules.
  • Ensures all tender submissions are high-quality, compliant, and commercially compelling.
  • Supports post-tender clarifications, negotiations, and contract finalization activities.
  • Conducts post-submission reviews and lessons-learned exercises to improve future tenders.

JOB REQUIREMENTS

  • Holds a Bachelor’s degree in Engineering, Project Management, Quantity Surveying, or a related technical discipline.
  • Proven experience in tender management, bid management, or proposal preparation for offshore and onshore oil & gas or energy projects.
  • Hands-on experience with FPSO projects and offshore/onshore facilities, including EPC/EPCI scopes.
  • Strong understanding of offshore substation projects, including HVAC and HVDC platforms.
  • Solid knowledge of cost estimation, pricing strategies, and commercial risk management.
  • Ability to coordinate multidisciplinary engineering teams and consolidate technical inputs into complete tender proposals.
  • Effective communication and stakeholder management skills, including client, partner, and subcontractor interfacing.
  • Strong analytical and risk assessment skills to identify and mitigate commercial, technical, and contractual risks.
  • Well-organized and deadline-driven, with the ability to manage multiple tender activities concurrently.
  • Proficient in Microsoft Office applications and tender preparation tools.

Working Hours:

Monday – Thursday: 8:00am – 5.15pm

Friday: 8:00am – 4.30pm
