Summary of Duties

As an employee working within the Child Welfare Program, you will have an opportunity to make a meaningful difference in the lives of Oregon’s most vulnerable children and families. The supervisor is responsible for personnel management, including interviewing, selection of new staff, staff promotions, recommendations for salary increases, reassignment, completing performance appraisals, responding to grievances, rewarding excellent performance and taking disciplinary actions when required.

As a Child Welfare Supervisor 2, you will:

  • Ensure compliance with policies, procedures, program standards, administrative rules, and legal requirements through case and workload reviews.

  • Oversee service delivery strategies, ensure service continuity, assess client needs, and allocate personnel and resources accordingly.

  • Collaborate with state agencies and community partners to coordinate services, maintain beneficial relationships, and participate in district planning and special projects.

  • Supervise staff hiring, training, performance evaluations, disciplinary actions, and resolve complaints.

  • Provide orientation, ongoing support, case consultation, and mentoring to staff.

Minimum Qualifications

A bachelor’s degree in human services or a field related to human services AND two years of lead work, supervision, or progressively related human services experience;

OR

A bachelor’s degree unrelated to human services and completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, or progressively related experience in human services;

OR

An associate degree AND three years of human services related experience two years of which must have included lead work, supervision, or progressively related experience;

OR

An associate degree AND completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, or progressively related experience in human services. 

Essential Attributes

We are looking for candidates with:

  • Experience managing a team including hiring, performance monitoring, training, coaching, discipling, and grievance resolution.

  • Experience with Oregon child welfare casework including safety decisions, permanency planning, placement oversight and interventions.

  • Experience ensuring staff adherence to state and federal laws, agency rules and policies and procedures.

  • Experience communicating in writing and verbally with individuals or groups who learn and/or communicate differently than you, demonstrating active listening and respect for others’ contributions and ideas by incorporating input received into solutions and follow up actions.

Working Conditions

  • Works competently within the state agency systems including Electronic casefile system (OR-Kids), Mainframe System (DHR), TRACS, and Oregon Vital Events Registration System (OVERS).

  • Employees should also be competent with Microsoft programs including Outlook, Word, and Excel.

  • May be required to develop competencies in other programs or application depending on assignments.

  • The work in this position will be done in an office environment with noise from other staff and office equipment daily.  Work may also be done in the public which can include client homes.  Employee may be exposed to unsanitary conditions in client homes.

  • Travel is required and the employee must have a valid driver’s license from the state in which they reside.  Travel/work may occur at all hours of the day or on weekends.

  • Position may require public relations work including occasional public speaking.

  • Some use of a personal vehicle may be required at the direction of program or district management.

  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.

  • Finalists must be cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint-based criminal records check.

  • A valid driver’s license and acceptable driving record are required for this position.
