Job Description:

World Vision International Nepal (WVI Nepal) has launched a Category II Emergency Response in the priority districts of Rasuwa and Nuwakot, Bagmati Province, following devastating flash floods along the Bhote Koshi and Trishuli river corridors that caused casualties, displacement and extensive damage across Rasuwa, Nuwakot and Dhading. The 12-month Nepal Flash Flood Response (NFFR) 2026 plan targets 25,000 people, including 10,000 children, from around 5,000 affected households across seven sectors, moving from relief into early recovery.

The WASH & Shelter Coordinator will provide overall planning, technical leadership and oversight for the WASH and Shelter interventions under the Nepal Flash Flood Response 2026 related projects in Rasuwa and Nuwakot district. WASH coordinator’s main responsibility will be planning, assessment, design, development estimate costing, providing overall quality oversight of the physical infrastructure construction/rehabilitation of WASH facilities, Shelter etc. including facilitation of the soft components – awareness, social mobilization and ensuring the standards of the WASH and Shelter technical parts of projects planned in the projects as well. This position will have regular coordination among internal teams for the required technical input, with Partner NGOs and all relevant stakeholders.

This position will lead technical input, field implementation, coordination with partner non-government organizations & government stakeholders, participation in the cluster meeting at local/district level, reporting and support required technical documents as per the government standard and norms. 

This role envisions a good team player, managing issues and problem solving, innovative and agile leadership. Overall purpose of this role is to ensure the planned activities are timely delivered to the targeted populace, and key learnings are captured for future interventions. 

MAJOR RESPONSIBILITIES

Project implementation and technical support engagement

  • Identify and implement the appropriate technologies used in WASH and Shelter programs which are culturally appropriate, user friendly and safe for environment
  • Coordinate and mobilize communities and local partners on WASH and Infrastructure activity planning, designing and implementation.
  • Facilitate needs assessment, problem identification, stakeholder and situation analysis along with project team in Partner NGO.
  • Provide technical lead regarding design, construction, structural assessment and recommendation for the infrastructure (WASH facilities and Shelter) rehabilitation/construction as per the different phases of responses.
  • Ensure the intervened structures are earthquake resilient, gender and disability friendly.
  • Provide technical backstopping in preparing construction material specifications, monitoring construction quality, and estimating quantities and costs of materials, equipment, and labor for effective project planning and implementation
  • Coordinate with supply chain management team for required sourcing of the infrastructure facilities and engage in technical evaluation process. Coordinate and contribute for water quality and hygiene maintenance in shelters, and in communities along with health and nutrition team.
  • Train local partners on SPHERE standards and project monitoring for the Infrastructure & WASH interventions.
  • Prepare day-to-day monitoring report.
  • Work closely with Operation Manager for budget preparation and implementation, forecast, support Partner NGOs for the WASH and Shelter related interventions
  • Verify program data through spot checks, field observations, and review of partner reporting systems.
  • Any immediate changes or contextual alteration should be identified and planned ensuring all the given processes

Meet quality of infrastructure activities and ensure timely implementation

  • Conduct regular monitoring, onsite coaching & mentoring and evaluation of all infrastructure construction works within project areas.
  • Ensure timely response and resolutions to the feedback/issues.
  • Coordination with related line agencies/stakeholders at the project locations for smooth operation of construction works.
  • Ensure project on-time delivery, operation & maintenance plans, project quality, and adherence to safety protocols and ensure works are carried out to the appropriate National or International Building Standards.
  • Ensure that construction expenses are made by the phased budget, project budget and compliance with World Vision financial procedure
  • Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan. Lead budget revision if needed.
  • Maintain a tracker for all infrastructure interventions and proactively plan and implement measures to address and minimize project delays.
  • Construction expenses are in line with budget and World Vision financial procedure.
  • Prepare/Review running bills/completion reports and recommendation for the payment process.
  • Monitor project performance against approved indicators, benchmarks, work plans, and donor requirements.
  • Work closely with the MEAL team to strengthen community feedback and accountability mechanisms and ensure appropriate response to beneficiary concerns.
  • Promote utilization of monitoring and learning findings for adaptive program management.

Networking and Advocacy

  • Represent World Vision in WASH, Shelter cluster and technical working group at district and provincial level.
  • Coordinate with line agencies to plan and implement the Infrastructure & WASH interventions as per the cluster guidance and to address the contextual need.
  • Strengthen relationships with project stakeholders such as Community groups, Children, parents, the Government of Nepal Offices, NGOs, like minded organization and private sectors such as vendors, and contractors to collaboration and avoid the duplication through partnership and cooperation. The Stakeholders assisted with different programs according to the project design.

Timely and quality documentation and reporting

  • Regular update sharing with project teams for the Infrastructure and WASH interventions deliverables.
  • Preparation of certificate of completion for the completed scheme.
  • Prepare operations and maintenance (O & M) manuals for the implemented construction scheme.
  • Document relevant data and evidence to showcase the outcomes of the project
  • Gather photographs and videos of project deliverables, locations, institutions, communities, children, and community members along with stories to share with the wider audience.
  • Support partners in maintaining adequate documentation and evidence required for audits, donor reviews, and compliance assessments
  • Strengthen accountability, transparency, safeguarding, and ethical practices throughout program implementation.
  • Develop quality reports & submit them on time. The reports are expected to showcase impacts to the beneficiaries.
  • Prepare or present progress and completion reports.
  • Support to line manager to prepare monthly, quarterly, semi-annual, and annual report in accordance with project compliance.
  • All reports and records are properly documented

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Bachelor’s degree in civil engineering with 5 years of experience in WASH, building construction, and disaster-resilient infrastructures.
  • Oral and written communication skills in English and Nepali.
  • Ability to work in a team and be a great team player.
  • Technical knowledge to do construction activities, field surveys, design, drawing & estimation. 
  • Technical knowledge to do and check vulnerability assessments of structures.
  • Through understanding of construction works through a community/contractor approach, handling of multiple contractors/UC in NGOs/INGOs.
  • Ability to ensure specification of construction materials/works & ensure the quality of construction works.

Required Education, training, license, registration, and certification

  • Bachelor’s degree in civil engineering or equivalent from the recognized university.
  • Technical knowledge of civil engineering, building construction, and construction contract management in remote locations.
  • Ability to train non-technical users in the use of technical systems in a cross-cultural setting.

Work Base: Nuwakot District

Duration: One year

Travel and/or Work Environment

Extensive travel to Rasuwa and Nuwakot of up to 60% of working time. Field travel may involve difficult road conditions, disrupted access, remote locations, and basic accommodation.

Physical Requirements

Willingness and physical ability to travel to Rasuwa and Nuwakot, including remote and disaster-affected locations, for up to 60% of working time.

Language Requirements

Excellent written and spoken English and Nepali, with a demonstrated ability to write reports for donors and external stakeholders.
