Dynamis is seeking an experienced Training Instructor / Facilitator to support the U.S. Marshals Service (USMS) Asset Forfeiture Division (AFD) in delivering engaging, learner-centered training programs that strengthen workforce knowledge, skills, and operational performance in support of the mission of the Department of Justice (DOJ).

The Training Instructor / Facilitator is responsible for delivering high-quality classroom, virtual, and blended learning experiences using Government-approved curricula and instructional materials. This position applies formal instructional techniques and adult learning principles to facilitate courses, workshops, simulations, case studies, microlearning activities, and other interactive learning experiences for diverse audiences.

The Training Instructor / Facilitator collaborates closely with Government stakeholders, subject matter experts, curriculum design personnel, course administrators, and training evaluation personnel to ensure instruction is accurate, consistent, engaging, and aligned with established learning objectives. The position also provides instructional feedback and recommendations that support continuous curriculum and program improvement.

The successful candidate is a confident and adaptable learning professional with demonstrated experience facilitating technical or mission-focused training, engaging adult learners, managing varied classroom dynamics, and translating complex information into clear, practical, and relevant instruction.

Location: U.S. Marshals Service Headquarters – Arlington, VA
This position is based in the Washington, DC metropolitan area. Hybrid or telework arrangements may be authorized based on contract requirements and Government approval. Occasional on-site attendance is required to support meetings, curriculum planning sessions, and training initiatives.

Responsibilities:

  • Deliver classroom, virtual instructor-led, and blended training using USMS-approved curricula, lesson plans, facilitator guides, participant materials, and supporting instructional resources.
  • Facilitate workshops, simulations, case studies, practical exercises, discussions, microlearning activities, and other interactive learning experiences.
  • Apply adult learning principles and formal instructional techniques to engage learners with varied experience levels, professional backgrounds, and learning needs.
  • Clearly communicate complex technical, regulatory, procedural, and mission-related information in an accessible and practical manner.
  • Create a professional and inclusive learning environment that encourages participation, collaboration, knowledge sharing, and skills application.
  • Adapt instructional delivery based on learner engagement, comprehension, classroom dynamics, and established course requirements.
  • Coordinate with Government stakeholders, subject matter experts, curriculum design personnel, and course administrators to prepare for and deliver scheduled training.
  • Review instructional materials prior to course delivery to ensure instructional readiness.
  • Provide observations and recommendations regarding learner performance, curriculum effectiveness, instructional materials, and opportunities for course improvement.
  • Support the administration of assessments, examinations, course evaluations, and other learning activities.
  • Maintain accurate instructional documentation, including required course information, attendance records, course evaluations, and instructional feedback.
  • Participate in instructor preparation activities, train-the-trainer sessions, course dry runs, instructional rehearsals, and program meetings.
  • Complete USMS Adjunct Instructor Training or another Federal Law Enforcement Training Accreditation (FLETA)-accredited instructional development course.
  • Maintain subject-matter knowledge and instructional readiness for assigned courses.
  • Travel to training locations and support in-person delivery when required by the contract.

Requirements:

  • U.S. Citizenship required
  • Bachelor's degree from an accredited college or university. In lieu of a bachelor's degree, ten (10) years of directly related professional experience may be substituted.
  • Minimum of five (5) years of professional experience applying formal instructional techniques to deliver adult education or workforce training.
  • Minimum of five (5) years of experience delivering classroom, virtual instructor-led, and/or blended learning programs.
  • Experience facilitating workshops, simulations, case studies, practical exercises, microlearning, or other interactive instructional activities.
  • Demonstrated ability to communicate complex information clearly and effectively to diverse adult-learning audiences.
  • Knowledge of adult learning principles, learner engagement strategies, instructional facilitation techniques, and classroom management practices.
  • Experience delivering training using approved curricula, lesson plans, facilitator guides, presentations, and participant materials.
  • Demonstrated ability to collaborate with Government stakeholders, subject matter experts, curriculum developers, course administrators, and/or cross-functional teams.
  • Strong presentation, facilitation, interpersonal, written, and verbal communication skills.
  • Ability to assess learner comprehension and adapt instructional delivery while maintaining required course objectives and content.
  • Proficiency with Microsoft Office Suite, virtual meeting platforms, presentation technologies, and other tools to support classroom and virtual instruction.
  • Ability to obtain and maintain a Moderate Risk Background Investigation (MBI).
  • Ability to travel is required to support training delivery.

Preferred:

  • Graduate degree in Education, Adult Education, Training and Development, Instructional Design, Criminal Justice, Organizational Development, or a related discipline.
  • Experience delivering training for government agencies, particularly within the Department of Justice (DOJ), Department of Homeland Security (DHS), or other law enforcement organizations.
  • Completion of USMS Adjunct Instructor Training, a FLETA-accredited instructor training program, or comparable Federal instructor development training.
  • Previous experience serving as a government instructor, adjunct instructor, academy instructor, or subject matter expert.
  • Experience delivering training through workshops, simulations, role-playing exercises, case-based instruction, scenario-based learning, or practical application activities.
  • Familiarity with Learning Management Systems, virtual learning platforms, and classroom instructional technologies.
  • Experience providing instructional feedback and recommendations that support curriculum revision and program improvement.
  • Related professional certifications applicable to adult education, facilitation, training delivery, instructional technology, or the candidate’s subject-matter area.
  • Demonstrated teaching or instructional experience related to the subject matter being delivered.
  • Law-enforcement, investigative, legal, financial, or asset-forfeiture experience for courses requiring specialized operational knowledge.

Salary range: $70,000-90,000

The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
