The Technology Business Management (TBM) Office is providing management capabilities for technology value, cost transparency, Bill of IT, planning, forecasting and business-facing decision support. The current team covers core tooling operations, data processing and authorisations. The next maturity step is sustained ownership of business processes, financial governance, planning, demand management and stakeholder adoption. TBM director role ensures that these capabilities will be added in the TBM Office.
Role purpose
The TBM director acts as the strategic business and finance lead within the TBM Office, ensuring that TBM becomes embedded in the way Philips plans, governs, forecasts, funds and optimizes technology investments. The role bridges IT, Finance, Businesses, Regions and Functions by creating a common financial language, driving transparency through the Bill of IT, and enabling fact-based decisions about technology consumption, service demand and portfolio investments.

Key responsibilities
TBM business partnering: Act as the primary TBM liaison across IT Finance, Business Units, Regions and Functions, translating TBM insights into actionable recommendations and driving adoption across Philips.
Financial governance and TBM processes: Own TBM financial governance, month-end quality controls, definitions, allocation methodologies and operating model routines to ensure consistent alignment between TBM data, financial records and planning assumptions.
Bill of IT and cost transparency: Lead the evolution and adoption of the Bill of IT by ensuring services, costs, consumption drivers and allocations remain transparent and are used to identify optimization opportunities.
Planning, forecasting and AOP: Integrate TBM into annual operating planning and forecasting by partnering with Service Managers, Finance and business stakeholders.
Service economics and value management: Own service costing governance and service economics by reviewing consumption patterns, cost drivers and benchmarking opportunities, while shaping pricing, showback and chargeback methodologies where applicable.
Portfolio and investment transparency: Partner with Portfolio Management and Finance to support investments prioritisation through TBM insights and align portfolio decisions with business value outcomes.
TBM maturity and transformation: Co-own the TBM maturity roadmap with the Head of TBM Office by leading the people, process, governance, adoption and change dimensions.
Required skills, experience and capabilities
Strategic business acumen: The role requires strategic thinking, commercial judgement and the ability to guide value-based technology investment and enterprise governance decisions at executive level.
Advanced financial leadership: The role requires strong technology financial management expertise across cost transparency, planning, forecasting, scenario modelling, investment analysis and business case development.
Technology Business Management expertise: Deep understanding of TBM taxonomy, IT financial management, service-based costing, technology portfolio management, unit economics and consumption modelling.
Change leadership: The role requires proven change leadership across transformation programs, organizational change, communications, training, capability building and operating model design.
Data and analytics literacy: The role is not expected to be the technical builder, but must understand Apptio outputs, cost models, financial analytics, Power BI reporting, service consumption metrics and data governance principles.
Typical qualifications and experience
Education: Master’s degree in Finance, Business Administration, Economics, Engineering or a related field is expected, with MBA, CPA, ACCA, CIMA or equivalent qualifications preferred.
Experience: 12 to 15+ years of experience across IT Finance, FP&A, Technology Financial Management, business partnering, portfolio governance and digital transformation.
Preferred experience: Preferred experience includes Technology Business Management, Apptio, FinOps, large-scale technology portfolio governance and global matrix organizations.
Leadership experience: Demonstrated leadership experience includes influencing executive stakeholders, leading enterprise-wide transformation initiatives and driving cross-functional governance processes.

Optimization opportunities are identified through TBM insights and translated into business or IT actions.

Compensation & benefits
Doing meaningful work should come with fair, transparent rewards. The base salary range for this role is € 93,049 – € 155,081. We determine pay within the range using objective factors, like the skills the role requires, your relevant experience and the responsibility you'll have in this role, alongside internal equity and local market considerations.
This role is eligible for 6% annual bonus with your rewards linked to KPIs and the company’s performance.
