Summary   

Reporting to the Manager, Supply Chain Compliance, the Supply Chain Compliance Specialist position will be part of a dedicated team supporting compliance and procurement processes. This role is responsible for analyzing prime defense contracts, draft detailed compliance briefings, and ensure rigorous implementation of FAR, DFARS, and specialized military clauses through our supplier network. This role is critical to maintaining our status as a trusted Department of Defense (DoD) partner and maintaining Contractor Purchasing System Review (CPSR) Compliance. 

Essential Duties and Responsibilities

FAR/DFARS & Special Clause Flow-Downs 

• Isolate DoD Regulations: Analyze Department of Defense prime contracts to identify mandatory and optional FAR and DFARS clauses and special agency clauses. 

• Execute Flow-Downs: Draft and integrate exact regulatory flow-down provisions into subcontracts, purchase orders, and supplier agreements. 

• Manage Special Clauses: Track and enforce complex specialized requirements, including specialty metals restrictions (DFARS 252.225-7009), counterfeit electronic part detection (DFARS 252.246-7007), and other clauses as assigned. 

• Maintain Clause Libraries: Keep the corporate supply chain clause matrix updated in alignment with regular Federal Register updates. 

• Contract Briefing & Supply Chain Guidance 

• Create Contract Compliance Briefings: Develop comprehensive, plain-language contract briefings for procurement and logistics teams to explain prime contract obligations. 

• Advise Procurement Teams: Serve as the subject matter expert for Procurement Associates during subcontractor negotiations regarding terms and conditions exceptions, license agreements, long term agreements and other agreements as necessary. 

• Monitor DPAS Ratings: Ensure Defense Priorities and Allocations System (DPAS) ratings (DO/DX) are correctly flowed down and prioritized by suppliers. 

• Review Reps & Certs: Evaluate subcontractor Representations and Certifications to verify eligibility for defense work. 

• Audit, Security, & Risk Mitigation 

• Enforce Cyber Security: Verify supplier alignment with defense cybersecurity rules, including DFARS 252.204-7012 and CMMC requirements. 

• Lead Internal Audits: Conduct routine files reviews to ensure purchasing documentation stands up to CPSR (Contractor Purchasing System Review) standards. 

Qualifications and Education Requirements   

• Bachelor’s degree in related discipline (e.g. Supply Chain Management, Business Administration, Contracts Management, or Law) or 5-8 years of direct experience in aerospace and defense (A&D) supply chain compliance or subcontract management of progressive professional contracting and/or procurement compliance experience.  

• Experience reviewing files in compliance with the DCMA CPSR requirements.  

• Must possess the ability to understand new concepts quickly and apply them in an evolving environment.  

• Attention to detail. 

• Strong analytical, verbal and written communication skills to accurately document, report, and present.  

• Ability to coordinate and prioritize multiple projects in a fast-paced environment.  

• Strong interpersonal and computer skills. 

• Ability to work independently or in a team environment.  

• Ability to work extended hours as required.   

• Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.   

Preferred Skills   

• High proficiency in reading, interpreting, and summarizing dense military contract text into actionable operational tasks. 

• Mastery of DoD procurement processes, CPSR requirements, and the FAR/DFARS frameworks. 

• Proficiency in Microsoft Office Suite. 

• SharePoint knowledge. 

• Effective communication and stakeholder management abilities.  

• Hands-on experience with Deltek/Costpoint. 

Security Responsibilities   

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.    

•  Incumbent must be eligible for DoD Personal Security Clearance.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
