Echodyne is seeking a Strategic Proposal Manager to join our fast-growing team. 

ROLE OVERVIEW

Echodyne is seeking a Strategic Proposal Manager to own the development of bids, proposals, and formal customer responses from intake through final submission.

This role will translate solicitation requirements and customer priorities into compliant, persuasive responses using GovDash, approved content, prior proposals, customer research, and other source material. The Strategic Proposal Manager will engage subject matter experts when additional expertise or validation is needed and will own the accuracy, quality, and coherence of the final response.

RESPONSIBILITIES

• Own the end-to-end development and submission of RFPs, RFQs, RFIs, customer requests, and other formal responses.
• Review solicitations and translate requirements, evaluation criteria, and customer priorities into clear proposal strategies, schedules, assignments, compliance requirements, and deliverables.
• Develop proposal content using GovDash, approved content, prior proposals, source materials, customer research, and other available resources.
• Determine when existing content is sufficient and when additional cross-functional expertise or validation is required.
• Interview subject matter experts and translate technical, product, contractual, financial, and business input into clear, persuasive customer-facing content.
• Coordinate cross-functional contributors, track progress, manage documentation and version control, and ensure responses are complete, accurate, compliant, and delivered on time.
• Review and validate AI-assisted content for accuracy, supporting evidence, consistency, and unsupported claims before inclusion in customer-facing responses.
• Own final proposal production and submission, including overall narrative coherence, formatting, required attachments, compliance checks, and submission requirements.
• Maintain and continuously improve proposal templates, approved content, reusable responses, and the proposal-content repository.
• Track proposal outcomes, feedback, and lessons learned to improve content, processes, and future responses.

REQUIRED SKILLS / EXPERIENCE

• Strong experience independently developing and managing RFPs, RFQs, proposals, bids, or other complex customer responses from intake through submission.
• Exceptional writing, editing, proofreading, and content-development skills, with the ability to synthesize complex information into clear and persuasive responses.
• Strong understanding of proposal compliance, including the ability to interpret solicitation requirements and evaluation criteria and translate them into a complete response.
• Ability to effectively interview and collaborate with subject matter experts while independently owning proposal development and final production.
• Exceptional attention to detail with strong organizational and project management skills.
• Ability to manage multiple complex deadlines and coordinate effectively across technical, business, contracts, finance, and sales teams.
• Strong proficiency with Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and related proposal or document management tools.

DESIRED SKILLS / EXPERIENCE
(Looking for one or more as a complement to the core skills)

• Experience supporting government, defense, aerospace, or other regulated or highly technical industries.
• Familiarity with U.S. Government procurement, FAR/DFARS requirements, government submission portals, or prime contractor proposals.
• Experience with GovDash or similar AI-assisted proposal development platforms.
• Experience developing proposals for complex technical products, including responses involving cost and pricing volumes, contractual requirements, or export-controlled information.
• Experience building and maintaining reusable proposal-content libraries and using proposal outcomes and lessons learned to improve future responses.

QUALIFICATIONS

• Experience independently developing and managing bids, proposals, RFPs/RFQs, or other formal customer responses in a complex B2B or technical environment.
• Bachelor's degree or equivalent relevant experience.
