Significance, Inc. is seeking a Senior Transportation Services Business Analyst to join our growing team supporting the Department of Health and Human Services (HHS). This position requires the ability to obtain and maintain a Public Trust and is expected to support a hybrid schedule with approximately 1–2 days onsite per week.

We are seeking an experienced and highly analytical Senior Business Analyst to support the Transportation Services (TS) division within the Department of Health and Human Services (HHS). This expanded role combines advanced financial and data analysis with program leadership, project management, federal transit policy and compliance, charge card operations, systems enhancement and integration, stakeholder engagement, and continuous improvement. The ideal candidate will have advanced Microsoft Excel and Office 365 skills, along with experience in budget forecasting, accounting principles, data mining and analysis, and leading complex transit benefit and charge card initiatives. The selected candidate will support critical budget and funding activities across TS while coordinating system upgrades, policy implementation, interagency and customer engagement, quality assurance, documentation, training, and process automation.

Responsibilities:

Responsible for the monthly client billing cycle and funding processes; driving client communications and follow up on required client actions for all lines of business within Transportation Services (TS).
•    Responsible for working with the Federal Team on ensuring FY funding contracts are created, submitted, executed, and finalized to properly establish them in the HHS Invoicing system for client billing.
•    Responsible for tracking and maintaining reporting on funding status, client utilization, forecasting, and identifying variances to ensure the Department's required recovery on services provided.
•    Develop and maintain advanced Excel-based financial models for budget forecasting, variance analysis, and trend reporting.
•    Analyze and manage complex datasets related to operations and client billing.
•    Provide monthly, quarterly, and annual budget reports to HHS leadership and stakeholders.
•    Support funding processes, billing reconciliation, and accounting processes for Transit customers.
•    Conduct data mining to uncover cost-saving opportunities, operational inefficiencies, trends, bottlenecks, and root causes of recurring issues.
•    Lead and coordinate large-scale transit benefit and charge card initiatives, including complex projects, system upgrades, multi-module enhancements, and enterprise transitions, while maintaining schedule, scope, mission focus, and appropriate separation from inherently governmental functions.
•    Manage system enhancement and release cycles across Transportation Services applications, including requirements coordination, user acceptance testing (UAT), deployment readiness, and rollout communications.
•    Apply federal transit benefit program policies and regulations, including applicable HHS and U.S. Department of Transportation directives, statutes and laws, regulations, Executive Orders, OMB memoranda, and IRS and DOT guidance; translate policy changes into compliant procedures, system settings, and participant guidance.
•    Provide senior-level charge card and banking support, including escalation of card issues, engagement with the servicing bank, delinquency mitigation, reconciliation procedures, internal controls, and preparation for future GSA SmartPay program transitions.
•    Oversee integrations among Transportation Services applications, vendor systems such as Citibank, WMATA, and Edenred, HHS financial platforms such as UFMS, PRICES, and FBIS, and interagency processes such as G-Invoicing and IAAs to promote accurate and synchronized data.
•    Lead broad stakeholder and customer engagement across HHS and non-HHS transit customers, vendors, financial partners, and federal oversight entities, including communications, training, issue resolution, and change management for a large distributed participant population.
•    Maintain disciplined knowledge management and records governance, including current SOPs, project plans, SharePoint/Teams repositories, naming conventions, permissions, version control, and documentation supporting business continuity and federal records requirements.
•    Use data and performance metrics to identify root causes and drive process, policy, automation, and technology improvements that improve service quality and reduce support volume.
•    Apply rigorous Quality Assurance practices to ensure accuracy, timeliness, completeness, Section 508 accessibility, data security/privacy, and compliance with federal financial and program requirements.
•    Use Microsoft 365 tools, including SharePoint, Teams, Outlook, OneDrive, and Power Automate, to improve workflows, approvals, notifications, and knowledge sharing.
•    Develop Section 508-compliant technical communications, SOPs, job aids, participant guidance, and training/webinar materials that translate complex systems and policies into clear instructions.
•    Collaborate with program managers, finance teams, vendors, IT teams, developers, and other stakeholders to gather business requirements and translate them into analytical and operational solutions.
•    Create and maintain dashboards and visualizations to communicate findings clearly and effectively.
•    Ensure compliance with all applicable federal and departmental financial regulations and reporting requirements.
•    Recommend and implement process improvements and automation strategies using Excel and other tools.
