Job Description:

Ferrovial Energy is seeking a Senior Transmission Lines Project Manager to lead U.S. transmission strategy and execution across priority power markets. This role will coordinate executive, development, engineering, finance, legal, procurement, construction and asset management teams to identify, evaluate and deliver high-value transmission opportunities.

The successful candidate will combine deep technical knowledge of U.S. transmission, interconnection and grid planning with strong commercial judgment, transaction experience and executive communication skills. The role requires the ability to translate complex technical, regulatory and financial issues into clear recommendations for senior leadership, investment committees, boards, lenders, partners and utility executives.

Key Responsibilities

The Senior Transmission Lines Project Manager will oversee technical, commercial and financial analysis for U.S. transmission opportunities, including investment cases, bid strategy, capex and opex assumptions, revenue forecasts, congestion risk, network upgrades, risk allocation and long-term value creation.

The role will direct internal teams, external advisors and subcontractors on market studies, load analysis, generator interconnection and affected-system reviews, route evaluation, permitting strategy, cost estimates and lifecycle asset forecasts. It will also provide senior review of transmission asset design, constructability, FERC and NERC exposure, contractual structure and operational readiness.

The position will maintain senior relationships with U.S. utilities, ISOs/RTOs, transmission owners, state regulators, landowners, EPC contractors, technical consultants, financial partners and asset operators. It will also lead negotiations and transaction support for EPC, owner’s engineer, equipment supply, interconnection, transmission service, joint development, M&A and asset acquisition or disposal processes.

The role will establish governance, reporting and decision-making processes for complex projects, including schedule, budget, risk escalation, contractor performance, quality, safety and board-ready communication materials. The candidate will be expected to prepare investment committee papers, board updates, management briefings, approval memos, risk summaries and strategic recommendations.

Candidate Profile

The ideal candidate will be a senior transmission, infrastructure or energy development professional with 12 to 15 years of experience in U.S. transmission, high-voltage infrastructure, renewable or storage development, EPC delivery, investment analysis or infrastructure transactions. An engineering degree is required.

Required Experience

The candidate should bring senior-level experience in transmission planning, power flow analysis, generator interconnection, affected-system studies, congestion and curtailment assessment, and grid constraint evaluation across U.S. ISO/RTO and utility markets, including ERCOT, PJM, MISO, SPP, CAISO, NYISO, ISO-NE, WECC, SERC and utility-service territories.

Technical experience should include high-voltage line and substation design review, protection and control interfaces, route alternatives, constructability, commissioning and operational readiness. Commercial experience should include investment estimates, project budgets, EPC pricing, cost benchmarking, contingencies, owner’s costs, schedule risk, lifecycle economics, revenue forecasts, cost-of-service models, merchant exposure, congestion value, basis risk, ancillary services and tax-credit-sensitive renewable or storage economics.

The role requires hands-on experience with U.S. infrastructure development and construction, including permitting, environmental studies, rights-of-way, land acquisition, utility coordination, procurement, EPC contracting and change-order management. Experience with interconnection agreements, transmission service agreements, O&M arrangements, owner’s engineer scopes, joint development agreements, acquisitions and utility coordination documentation is also expected.

Preferred Qualifications

Experience with U.S. transmission assets, competitive transmission processes, utility partnerships, merchant transmission concepts, regulated infrastructure investments, M&A or commercial advisory mandates will be highly valued. Working knowledge of FERC-jurisdictional interconnection and transmission planning, OATTs, cluster studies, network upgrade cost allocation, queue reform and Order No. 2023 is preferred.

The candidate should demonstrate advanced financial modeling capability, including valuation, bid models, sensitivities, scenario analysis, congestion and basis-risk analysis, network upgrade exposure, tax-credit assumptions and executive decision materials. The role also requires exceptional executive communication, negotiation, stakeholder management and leadership skills, with the ability to manage multiple complex projects in a fast-paced environment.

Experience presenting recommendations to investment committees, executives, boards, lenders, partners, public-sector stakeholders and utility executives is important. The candidate should be able to produce executive-ready briefing notes, strategy updates, board decks, decision memos, negotiation summaries and action reports. Fluency in English is required; additional languages are valued. Travel will be required based on project and opportunity needs.
