Senior Community Development Analyst, Working Places  
The Senior Community Development Analyst will help design and implement the Working Places Initiative to support economic growth for lower-income residents in smaller cities and rural areas in New England. The initiative focuses on fostering  cross-sector collaboration on issues that communities themselves have identified as important to economic vitality, such as housing, child care and small businesses activity.  

The initiative is composed of two parts: (1) Sharing best practices with community leaders and creating space for peer connection through the Working Places Learning Network; and (2) Partnering directly with communities through cohorts focused on key topics such as small business and housing and more over time. Cohorts connect local collaboratives with shared learning experiences, technical assistance and other resources to advance local efforts The Senior CD Analyst will contribute to the team by helping to design, lead and manage multiple short- and medium term learning experiences on topics such as housing and small business through cohorts and the learning network. The Sr. CD Analyst will also play a leadership role in communicating our work and progress to internal and external audiences. This is a growing initiative with opportunities for innovation and additional types of work over time.  

The position is situated in the Working Places team of FRBB’s Regional and Community Outreach (RCO) department, which serves as the community development arm of the FRBB. We are a dynamic department working with community-based organizations, policymakers, financial institutions and others to support the economic strength of low- and moderate-income (LMI) people and places in New England.  

Key job responsibilities  

• Manage the development and implementation of community cohorts and parts of the Working Places Learning Network working closely with Working Places staff as well as external consultants.  

• Help develop and implement communications strategy for the initiative, to share our progress and learning with internal and external audiences.  

 

Activities on the job include:  

• Lead and implement learning cohorts, designing and managing shared learning experiences with targeted technical assistance and partnerships that support communities with funding opportunities. Initial topics include small business and housing and will expand over time.   

• Design and manage selection processes, outreach and progress monitoring accompanying cohorts.  

• Design and implement shorter term virtual and in person convenings on key topics of interest to community collaboratives.  

• Communications: help internal and external stakeholders understand our work and our progress, helping to design and execute a communications strategy in collaboration with department and bank communications units.  

• Contribute to Working Places evolving strategy to support community economic growth efforts.  

 

You will be joining a diverse community of grounded and passionate team members on one of the Federal Reserve System’s most innovative community development teams.  

Other accountabilities:  
The Regional & Community Outreach Department collaborates actively with regional stakeholders and across internal functions, as such we require a portion of work be in person. Currently, the requirement is in-office or in-field work a minimum of 4 days per week.  

This Position includes limited travel around New England, and occasionally outside of region.  

Supervision:  

This position is not required to supervise staff, though it does include working collaboratively with colleagues in Working Places and across the department. 

Required  

Knowledge and experience 

• Passion for and commitment to creating community change. 

• Strong organizational and project management skills. 

• Strong written and verbal communication skills 

• Ability to design and implement learning experiences. 

• Knowledge of community development and/or smaller cities and rural areas.  

• Ability to work independently as well as in team. 
   

Experience in any of the following areas would be welcome: 
 

• Experience making change/having impact at a community level, particularly with in smaller cities /rural places and/or with cross-sector collaboratives. 

• Experience in leading and/or implementing communications strategies/activities. 

• Specific issue area experience in one or more of the following topics: economic development, housing, child-care, small business, workforce development or other types of initiatives that strengthen local economies for their residents.  

• Experience developing and implementing place-based economic development or social impact initiatives including developing strategic plans and designing innovative approaches. 

• Knowledge of social and economic factors that impact community development. 

• Experience or interest in supporting small - mid size cities and rural places. 

• Data and analysis skills.
