Major Responsibilities
• Support obtaining and tracking provincial and district-level NOCs, clearances and required permissions for IRC staff, office establishment, program activities and field movements, as applicable to each location.
• Maintain records of government requirements, NOCs, approvals and permissions for designated locations.
• Support liaison with provincial and district authorities, including Home Departments, DC/AC offices, Police/LEAs and other relevant government counterparts.
• Assist with preparation, submission, tracking and follow-up of official letters, NOCs, clearances and permissions.
• Support compliance with applicable MoI MoU requirements and federal, provincial and district-level government regulations, requirements and procedures.
• Maintain stakeholder contact lists and support government and LEA engagement.
• Attend relevant provincial, district and project-level meetings and provide required Safety & Security support.
• Support program teams and field staff in the safe and smooth implementation of activities across designated locations.
• Support implementation and maintenance of IRC Safety & Security systems, SOPs, procedures and tools, including Security Risk Assessments (SRAs), Security Management Plans (SMPs), Security Access Plans (SAPs), Security Management Systems (SMS), and IRC minimum Safety & Security standards, under the guidance of the SSBC Lead/SFP.
• Assist with collection and analysis of security and contextual information and preparation/update of security updates, situational/contextual reports, incident reports, sitreps and other periodic security reports.
• Assist with preparation and updating of SRAs, security risk information, access profiles and other relevant security documentation.
• Support implementation of identified security mitigation measures and follow-up on outstanding safety and security actions.
• Monitor and report security incidents, threats, access constraints and emerging risks affecting staff, assets and operations.
• Support basic security assessments of offices, routes and operational areas and report findings.
• Support staff movement planning, tracking and travel-related security requirements.

• Support processing and tracking of TRFs, security clearances, travel requirements and related approvals.
• Share verified security updates through designated communication channels and assist with routine security and incident reporting.
• Support security briefings, staff inductions, emergency preparedness, contingency planning and relevant exercises.
• Maintain accurate records of staff movements, NOCs, clearances, government contacts, security reports and other security-related documentation.
• Support implementation of IRC safety and security protocols and minimum operating requirements at designated locations.
• Escalate significant security, access, compliance or government-related concerns to the SSBC Lead/SFP.
• Support safe program implementation and business continuity in accordance with IRC procedures, MoI MoU requirements and applicable government regulations.
• Perform any other Safety, Security, Access and Business Continuity-related tasks assigned by the supervisor in support of IRC operations and program needs.
Key Working Relationships
Position Reports to: SSBC Lead – Country Office
Functional Coordination: SFPs, Program Managers, Field Coordinators, F&O/Operations and relevant IRC departments.

Job Requirements
A. Education
• Bachelor’s degree in Social Sciences, Security Management, International Relations, Public Administration or a relevant field.
B. Work Experience
• 2–3 years of relevant experience, preferably with an NGO/INGO.
• Experience in government/LEA liaison, field coordination, administration, security or access support is an advantage.
• Ability to work under pressure and handle sensitive information confidentially.
C. Skills & Competencies
• Good communication, coordination and interpersonal skills.
• Good documentation and report-writing skills.
• Ability to coordinate with government authorities, LEAs, partners and field teams.
• Strong organizational, follow-up and problem-solving skills.
• Proficiency in MS Office, particularly Word and Excel.
• Ability to work effectively in a diverse and multicultural environment.
• Ability to maintain confidentiality and appropriately handle sensitive information.
D. External & Internal Coordination
• Support coordination with provincial and district authorities for required NOCs, clearances and permissions.
• Attend relevant meetings and provide Safety & Security support.
• Support staff safety, security and movement requirements across designated locations.
• Support compliance with applicable MoI MoU requirements and federal, provincial and district-level government regulations, requirements and procedures.
• Support safe program implementation, access and business continuity across Punjab.
E. Language Skills
• Fluency in Urdu and English is required.
• Knowledge of relevant local languages is an advantage.
