Key Responsibilities:

Position Purpose:

The Safe Shelter Manager is responsible for the overall management and operation of the safe shelter, ensuring a secure, dignified, and survivor-centered environment for women and girls affected by gender-based violence (GBV). The position oversees shelter services, safety and security measures, provision of basic needs, staff supervision, case coordination, and referral pathways to ensure survivors receive comprehensive protection, care, and support services that promote their safety, well-being, recovery, and reintegration.

Key Responsibilities:

Project Implementation & Management:

•  Manage the day-to-day operation of the safe shelter, ensuring a safe, secure, and supportive environment for survivors.
• Ensure survivors residing in the shelter receive appropriate care, protection, and support services in line with survivor-centered principles.
• Conduct intake, orientation, and risk assessments for new shelter residents and develop individualized support plans.
• Monitor the safety and security of survivors and implement appropriate safety measures and risk mitigation plans.
• Ensure the timely provision of basic needs, including safe accommodation, food, clothing, hygiene materials, medical support, and other essential services.
• Coordinate access to case management, psychosocial support, healthcare, legal assistance, and other specialized services for shelter residents.
• Supervise shelter staff, support personnel, and service providers to ensure quality service delivery and adherence to organizational policies.
• Maintain accurate shelter records, resident information, inventories, and reports while ensuring confidentiality and data protection.
• Manage shelter resources, supplies, and facilities to ensure a clean, safe, and dignified living environment.
• Develop and implement shelter activity plans that promote residents' well-being, life skills, psychosocial recovery, and social reintegration.
• Coordinate with relevant stakeholders, service providers, and authorities to facilitate referrals and support for survivors.
• Ensure compliance with safeguarding, PSEA, protection standards, and organizational policies throughout shelter operations.
• Monitor shelter capacity, identify operational challenges, and recommend improvements to enhance service quality and survivor well-being.
• Prepare regular progress reports, case updates, and shelter management reports as required.

 Partnership, Networking & Advocacy:

• Establish and maintain effective partnerships with GBV service providers, health facilities, legal aid organizations, psychosocial support providers, and government agencies to ensure comprehensive support for shelter residents.
• Strengthen and maintain safe and confidential referral pathways to facilitate timely access to specialized services for survivors.
• Coordinate regularly with case managers, protection staff, and external service providers to ensure integrated and survivor-centered care.
• Represent the safe shelter in relevant coordination, protection, and GBV working group meetings as required.
• Develop positive relationships with community leaders, women-led organizations, and community-based protection structures to enhance survivor support and reintegration opportunities.
• Advocate for the safety, dignity, rights, and well-being of survivors and ensure their needs are reflected in service planning and coordination.
• Support awareness-raising initiatives on GBV, available services, and safe shelter support mechanisms in collaboration with relevant stakeholders.
• Liaise with local authorities and service providers to address protection risks and barriers affecting shelter residents.
• Promote adherence to survivor-centered, gender-sensitive, disability-inclusive, and confidentiality principles among all stakeholders.
• Identify service gaps and advocate for improved access to protection, health, legal, livelihood, and psychosocial support services for survivors.

Trainings and capacity building:

• Conduct training and orientation for shelter staff on survivor-centered approaches, safeguarding, PSEA, and confidentiality.
• Provide regular coaching and technical support to strengthen staff capacity in shelter management and survivor care.
• Organize refresher training on safety, security, and emergency response procedures.
• Monitor staff performance and identify capacity-building needs to improve service quality.

Knowledge, Skill & Experience:

Required Education, training, license, registration, and/or Certification:

• Bachelor’s degree preferably in any discipline preferably in Social science/Social work / Psychology/. 
• Post graduate degree

• Clear Understanding on the issues project has to work on.
• Knowledge on current development and emergence issues
• Good conceptual and practical skill to write project concept paper and design documents of the project.
• Good knowledge and skills in forecasting and budgeting
• Baseline survey, Evaluation and Monitoring process and tools.
• Good facilitation skill of Training, Seminar and Advocacy programs.
• Proven management and leadership ability
• Good communication and networking skill
• Chittagong/Rohingya language skills will be taken into consideration. Good command in English & Bengali, both written and verbal.
• Decision making and conflict resolution skills
• Competent in using MS Word, MS Excel and PowerPoint presentation
• Minimum of 3 years working experiences in the GBV relevant field.
• Ability to work under stressful condition and adaptive to local culture and situation
