This role offers a unique opportunity to work at the intersection of regulatory affairs, public policy, and stakeholder engagement within one of Vietnam's leading life insurers. The successful candidate will help monitor and assess regulatory and political developments, support policy advocacy initiatives, and engage with key government and industry stakeholders. By contributing to effective regulatory engagement and policy outcomes, the role supports Manulife's mission of making decisions easier and lives better. The position provides exposure to senior management, regulators, industry associations, and regional stakeholders. It also offers a strong platform for professional growth and the opportunity to develop into a future leader in Regulatory & Public Affairs.

Key Responsibilities

1. Regulatory Affairs & Political Analysis

  • Monitor, analyze and provide updates on regulatory, legislative developments relevant to Manulife's business and the insurance industry.

  • Assess potential business implications of emerging regulations and policy proposals.

  • Support the development of regulatory positions, consultation responses and advocacy materials on key policy issues.

  • Monitor, identify and assess emerging government priorities, political developments and public policy trends, evaluate their potential impact on Manulife and the insurance sector, and provide the Executive Management Team (EMT) with timely periodic and ad hoc updates, analysis and strategic insights.

2. External Stakeholder Engagement Management

  • Organize engagements with regulators, government agencies, industry associations and other external stakeholders, including logistic arrangements, developing meeting briefs, stakeholder profiles, talking points, presentations, meeting minutes and follow up reports.

  • Coordinate with internal stakeholders to gather information and prepare responses to regulatory requests.

  • Coordinate with relevant functions to ensure timely and high-quality submission of periodic and ad hoc reports to regulators.

  • Review the internal stakeholders’ responses to the regulatory requests.

  • Perform administrative procedures/interactions with administrative offices of ISA, MOF, regulators and IAV, including receiving and submitting hard copy documents (letters, reports, dossiers to request approval for new products/capital injection/agency training/others) to MOF’s one-stop counter/Administrative office.

3. Administrative & Operational Performance

  • Prepare regular/ad-hoc reports as required by the Regional Office.

  • Manage calendar coordination, meeting arrangements, meeting minutes and logistical support for key engagements involving the Regulatory & Public Affairs Department.

  • Track action items, deliverables and follow-up activities arising from meetings with internal stakeholders and Regional Office.

  • Manage departmental administration, including expense processing, invoice tracking, procurement requests and document filing.

  • Support translation of regulatory, policy and stakeholder engagement materials between Vietnamese and English.

  • Perform other duties as assigned by the Head of Regulatory & Public Affairs, General Counsel and Regional Office.

Hiring Requirements:

  • 3-5 years of experience in Government Relations, Regulatory Affairs, Public Policy, Corporate Affairs or related functions.

  • Experience in insurance, financial services, consulting, government agencies, industry associations or multinational corporations is preferred.

Required Skills:

  • Strong analytical and research capabilities.

  • Strong writing and presentation skills in both Vietnamese and English.

  • Ability to draft briefing notes, reports and correspondence for senior management.

  • Strong organizational and project coordination skills.

  • Ability to manage both strategic and administrative tasks effectively.

  • Strong stakeholder management and interpersonal skills.

  • High attention to detail, professionalism and discretion.

Preferred Qualifications:

  • Experience engaging with regulators, government agencies, industry associations, or public sector stakeholders.

  • Knowledge of Vietnam's regulatory framework, financial services regulations, or public policy environment.

  • Experience preparing regulatory submissions, consultation responses, policy papers, or executive briefing materials.

  • Familiarity with government affairs, public policy advocacy, or external stakeholder engagement in a multinational environment.

  • Experience supporting cross-functional projects involving legal, compliance, risk, product, or corporate affairs teams.

  • Strong interest in public policy, regulatory affairs, and developing a long-term career in government and stakeholder relations.
