Under the direction of the Regional Vice President of Property Management, the Regional Property Manager is responsible for leading community teams and overseeing the operational, financial, compliance, and resident-service performance of an assigned portfolio. This role supports communities across various phases, including development, construction, lease-up, stabilization, and ongoing operations.

Essential Responsibilities

Portfolio Operations & Performance

  • Manage assigned communities to achieve financial, operational, occupancy, income, collections, and resident-service targets.

  • Monitor community performance at both the procedural level and portfolio level to ensure NRP standards are consistently met.

  • Perform regular community inspections, including physical, operational, and file reviews.

  • Support Community Managers with resident issues, supportive services, vendor matters, compliance approvals, and other operational needs.

  • Initiate new programs, procedures, or practices across the portfolio as directed.

  • Travel frequently to portfolios as well as Texas for regional meetings.

Team Leadership & Talent Management

  • Lead, coach, and motivate community teams while providing direction and support to improve performance.

  • Monitor employee performance and take appropriate action to improve portfolio or asset outcomes.

  • Complete annual performance reviews and regularly communicate expectations, progress, and achievement.

  • Recruit, interview, and hire Community Managers and Maintenance Managers; approve all community new hires and ensure required paperwork is completed and submitted to Human Resources.

  • Regularly meet with community staff and ensure weekly community meetings are held.

  • Manage community wage, salary, bonus, incentive, and commission matters.

Financial Management & Asset Planning

  • Monitor community financial performance, review variance reports, and discuss financials with Community Managers on a regular basis.

  • Partner with Community Managers to prepare annual budgets and property plans.

  • Provide feedback on capital needs and other asset plan items; complete assigned asset plan items as required.

  • Manage portfolio rents and recommend adjustments as needed.

  • Approve community vendors, purchase orders, and expenditures in alignment with company standards.

  • Manage portfolio vendors, including collection agencies, legal representation, and other service partners; monitor performance and make changes as appropriate.

  • Perform regular community inspections (physical, operational, file review)

Compliance, Leasing & Collections

  • Ensure integrity of the application and file approval process across assigned communities.

  • Manage resident selection criteria across the portfolio and recommend adjustments as necessary.

  • Monitor collections performance and collection procedures; ensure required collection activities are completed.

  • Coordinate, manage, and monitor community audits by syndicators, state agencies, and other partners.

  • Represent the portfolio with apartment associations, local PHAs, state agencies, and other external partners as required.

Cross-Functional Partnership & Reporting

  • Coordinate portfolio activities with Marketing, Compliance, Accounting, IT, Human Resources, Maintenance, Construction, and Development partners.

  • Ensure the Regional Maintenance program is executed across the portfolio; partner with the Maintenance Director and Regional Vice President to improve program performance and execution.

  • Act as the portfolio representative to coordinate activities and resolve issues with Construction and Development representatives.

  • Prepare and deliver regional portfolio reports as required.

  • Participate in senior-level management meetings and regional team meetings as required.

Lease-Up & New Community Support

  • Coordinate pre-lease setup for new communities, including staffing, training, operational readiness, and cross-functional support.

  • Maximize credit delivery on new project lease-ups and support completion of lease-ups within defined timelines.

Key Deliverables & Objectives

  • Achieve the best possible financial success for the portfolio within guidelines established by the Regional Vice President, Vice President, and Partners.

  • Maximize income and minimize expenses; ensure Community Managers operate communities at or above budgeted income and at or below budgeted expenses.

  • Maintain appropriate staffing levels while achieving the financial goals for each community.

  • Deliver accurate and timely regional reports.

  • Ensure every new employee completes NET within 30 days of employment.

  • Ensure all re-certifications are current.

  • Achieve 96% occupancy and 96% portfolio rent collections with minimal approved write-offs.

  • Maximize credit delivery on new project lease-ups and complete all lease-ups in 12 months or less.

  • Qualify all units prior to the qualification deadline.

  • Complete a thorough community inspection for each community at least twice per calendar year.

  • Perform other duties as required.

Skills & Qualifications

  • Education: Bachelor’s degree highly preferred.

  • Experience: 3+ years of property management experience, including recent experience in a Regional Property Manager or Director-level role.

  • Property Management Knowledge: Strong experience with market-rate communities and working knowledge of applicable landlord-tenant laws, Fair Housing regulations, property-specific guidelines, and occupancy standards. Lease-up experience required.

  • Technical Skills: Strong computer skills, including Microsoft Office Suite; Yardi experience preferred.

  • Other Requirements: Valid driver’s license.
