The role

Nebius Academy is building a scalable education and workforce development model designed to extend the benefits of AI investment into the communities and regions where Nebius operates. 

The Regional Manager, Education Programs & Partnerships will lead the implementation and operational delivery of this strategy within their region. Working across Nebius Academy, Government Relations, educational institutions, workforce organizations, industry partners, and community stakeholders, this individual will ensure that educational commitments move from strategy to successful execution. 

This role serves as the regional operational leader for Nebius Academy's education and workforce partnerships. The Regional Manager will ensure that the right curriculum is available, delivery partners are prepared, technology and learning platforms are operational, timelines are managed, and learner outcomes are measured. 

The successful candidate will be equally comfortable managing complex educational programs, building relationships with external institutions, and creating the operational infrastructure required to scale programs across multiple communities and countries. 

Your responsibilities will include: 

Regional Program Ownership & Delivery 

  • Own implementation of Nebius Academy education and workforce initiatives across the assigned region.
  • Translate global education strategy into regional implementation plans, timelines, and deliverables.
  • Maintain visibility into all educational commitments made to communities and partners and ensure those commitments are delivered successfully.
  • Develop and manage launch plans for new communities, institutions, and educational initiatives.
  • Identify implementation risks, dependencies, and resource needs before they affect delivery.
  • Coordinate multiple simultaneous program launches across different communities and partner organizations.
  • Serve as the primary escalation point for regional education program delivery. 

Curriculum & Program Portfolio Management 

  • Ensure appropriate curriculum is identified and ready for each educational initiative.
  • Coordinate deployment of Nebius Academy programs, including AI literacy, AI workplace skills, educator training, and workforce-focused learning.
  • Determine when existing Nebius Academy curriculum can be used, when curriculum should be adapted, and when external or newly developed content is required.
  • Manage curriculum development and localization projects with internal teams, subject matter experts, educational institutions, and external contractors.
  • Establish quality standards and readiness criteria before programs are released to learners.
  • Gather feedback from instructors, learners, institutions, and community partners and translate it into curriculum and program improvements. 

Learning Platform & Learner Operations 

  • Ensure courses are deployed on the appropriate learning platform and available when programs launch.
  • Coordinate learner enrollment, access, credentialing, and technical enablement.
  • Work with internal technology and learning teams to resolve platform and learner-access issues.
  • Evaluate regional platform, software, licensing, translation, accessibility, and technology requirements.
  • Establish repeatable processes that allow programs to scale across institutions and communities. 

Educational & Workforce Partnerships 

  • Manage implementation relationships with universities, community and technical colleges, workforce development organizations, schools, libraries, nonprofits, government organizations, and other delivery partners.
  • Work with partners to determine the appropriate mix of educational programs for individual communities.
  • Establish clear roles, responsibilities, timelines, and expectations with partner organizations.
  • Support the development and implementation of strategic partnerships with technology, education, and workforce organizations.
  • Identify strong regional partners capable of delivering Nebius-supported programs through trusted local institutions. 

Workforce Pathway Development 

  • Support development and deployment of workforce pathways connected to AI infrastructure and the broader AI economy.
  • Coordinate with educational institutions, industry partners, employers, and workforce organizations to align programs with regional workforce needs.
  • Support the expansion of specialized pathways such as data center skilled trades training and other emerging AI infrastructure careers.
  • Help identify opportunities to connect learners to credentials, apprenticeships, continued education, and employment pathways. 

Contractor & Vendor Management 

  • Identify and engage instructors, facilitators, curriculum developers, subject matter experts, and other contractors when additional capacity is required.
  • Develop scopes of work and manage contractor timelines, budgets, deliverables, and quality.
  • Coordinate external curriculum development and instructional delivery while maintaining consistency with Nebius Academy standards. 

Measurement, Outcomes & Reporting 

  • Establish and track regional program KPIs, including enrollment, participation, completion, credentials, learner satisfaction, and workforce outcomes.
  • Maintain visibility into the status and performance of all regional education initiatives.
  • Provide regular reporting on program delivery, risks, outcomes, and upcoming commitments.
  • Capture lessons learned and incorporate them into the global Community Education Playbook.
  • Support impact reporting for Government Relations, community engagement, sustainability, and executive leadership. 

Scaling the Community Education Model 

  • Implement the Nebius Community Education framework across new AI Factory communities and other strategic regions.
  • Adapt the global framework to local educational systems, workforce structures, languages, regulatory environments, and community needs.
  • Document repeatable processes, templates, partner models, and implementation best practices.
  • Share regional learnings with counterparts globally to continuously improve the model.
  • Help turn successful pilots into programs that can be replicated across multiple communities and countries.

  • Demonstrated ability to manage multiple programs, timelines, stakeholders, and dependencies simultaneously.
  • Strong operational judgment and exceptional attention to detail.
  • Experience using data to evaluate program performance and improve outcomes. 
  • Ability to operate effectively in a global, rapidly evolving organization.
