Job Description
Provides Quantity Surveying and cost management services across STT GDC Philippines data center facilities, supporting customer fit-out, data halldevelopment (1MW–4MW), customer office fit-outs, and electrical distribution infrastructure works. Responsible for preparing comprehensive Bills
of Quantities (BOQ), executing material quantity take-offs and Unit Rate Estimations, evaluating vendor proposals and commercial reconciliations,
and performing cost/rate audits to mitigate variance prior to budget execution.
1. Bill of Quantities (BOQ) Preparation & Take-offs
Execute detailed material quantity take-offs and prepare comprehensive Bills of Quantities (BOQ) across data hall fit-outs, office fit-outs, and MEP/infrastructure projects according to standard measurement rules.
2. Cost Estimation & Rate Analysis
Develop unit rate build-ups, perform detailed cost audits, and generate cost estimates for baseline
budgets, customer fit-outs, and proposed design variations.
3. Commercial Reconciliation & Procurement Support
Evaluate vendor/subcontractor proposals, perform commercial reconciliations, lead cost
comparisons, and support procurement in tender evaluations and award recommendations.
4. Contract Administration & Variation Order Management
Assess contractor claims, verify variation orders, manage monthly payment applications, perform
site measurement audits, and assist in final account reconciliations.
5. Budget Tracking & Cost Report Monitoring
Monitor project baseline budgets, track cost commitments and cash flow projections, update cost
reports regularly, and analyze financial variances across data center development and fit-out
packages.

Technical Competencies:
- Cost Estimation & Measurement: Strong proficiency in detailed quantity take-offs, unit rate estimations, and preparing comprehensive Bills
- of Quantities (BOQ).
- Commercial Management: Adept at evaluating vendor proposals, conducting commercial reconciliations, cost auditing, and managing
- variation orders.
- Contract Administration & Claims: Knowledgeable in construction contracts, evaluation of claims, and managing procurement
- documentation and tender packages.
- Data Center Infrastructure Awareness: Familiarity with data hall development, customer fit-outs, and MEP/electrical distribution cost
- structures in critical facilities.

- Commercial Acumen & Cost Control: Strong financial awareness and understanding of market rates, procurement strategies, and budget
- management to maximize value and prevent cost overruns.

- orders, final accounts, and commercial reconciliations.
- Meticulous Attention to Detail: High accuracy and thoroughness in executing quantity take-offs, preparing BOQs, reviewing contract
- documentation, and auditing cost estimates.
- Analytical Problem-Solving: Ability to perform comparative cost analysis, evaluate claims, identify financial discrepancies, and resolve
- commercial disputes objectively.
- Commercial Risk Management: Proactive identification, assessment, and mitigation of contractual and financial risks to prevent budget
- variances and project delays.
- Stakeholder & Vendor Management: Ability to build collaborative relationships and align internal teams, external QS consultants, general
- contractors, and trade subcontractors on commercial goals.
