Project Coordination & Implementation (30%)
- Coordinate overall project implementation across target municipalities in accordance with approved workplans, budgets, and timelines.
- Develop detailed implementation schedules and monitor progress against project milestones.
- Coordinate with schools, communities, government authorities, contractors, suppliers, and implementing partners.
- Facilitate project planning, review, and coordination meetings.
- Ensure project activities are implemented in line with donor requirements, National WASH in Schools Guideline, World Vision policies, and approved technical standards.
- Identify implementation challenges and coordinate timely corrective actions.
Budget Management & Procurement (25%)
- Monitor project budgets, expenditures, commitments, and forecasts.
- Ensure efficient utilization of project resources and compliance with financial procedures.
- Develop and track procurement plans aligned with project implementation schedules.
- Coordinate procurement of goods, services, consultancy services, and infrastructure works.
- Support supplier selection, bid evaluation, contract management, and contractor performance monitoring.
- Ensure procurement processes comply with organizational and donor requirements.
- Verify contractor deliverables and payment requests against agreed milestones.
Monitoring, Evaluation & Reporting(20%)
· Monitor project progress against approved indicators, targets, and workplans.
· Collect, verify, analyze, and maintain project data and supporting documentation.
· Conduct routine monitoring visits and develop monitoring reports.
· Prepare quality monthly, quarterly, annual, and donor reports.
· Support outcome monitoring, learning reviews, and project evaluations.
· Document good practices, lessons learned, case studies, and success stories.
· Ensure data quality, accuracy, and timely reporting.
Site Visits, Inspection & Quality Assurance (20%)
- Conduct regular field visits to project sites in Oecusse, Ermera, Baucau, and Bobonaro.
- Inspect WASH infrastructure works and verify compliance with approved designs, specifications, and standards.
- Monitor construction quality, contractor performance, and implementation progress.
- Verify work completion prior to payments and project handover.
- Ensure health, safety, environmental, and safeguarding standards are upheld at all project sites.
- Identify construction risks, defects, delays, and implementation issues, and recommend corrective actions.
- Support infrastructure commissioning and handover processes..
Stakeholder Engagement & Representation (5%)
- Maintain strong relationships with municipalities, relevant government ministries, school directors, School Management Committees, community leaders, and project partners.
- Represent the project in coordination meetings, workshops, and technical forums.
- Facilitate community consultations and stakeholder engagement activities.
- Support risk identification, mitigation planning, and compliance monitoring.
- Promote inclusion, gender equality, disability inclusion, safeguarding, and community accountability throughout project implementation.
Required Professional Experience
- Minimum 3 years of relevant experience in project coordination, preferably in WASH in Schools, infrastructure, Program, or community development projects.
- Experience managing project budgets and monitoring expenditures.
- Experience coordinating procurement of goods, services, and construction works.
- Experience conducting field monitoring, site inspections, and contractor supervision.
- Experience working with schools, communities, local authorities, and development partners.
Required Education, training, license, registration and certification
- Bachelor’s Degree in Civil Engineering, Environmental Health, Public Health, Water Resources Management, Community Development, Project Management, or a related field.
- Training or certification in Project Management, WASH, Procurement, or Monitoring & Evaluation is an advantage.
Preferred Knowledge and Qualifications
- Bachelor’s Degree in Public Health, Environmental Health, Civil Engineering, Community Development, Project Management, or a related field.
- Minimum 3 years’ experience in project coordination, preferably in WASH, education, or community development.
- Experience in budget management, procurement, and project reporting.
- Knowledge of WASH programming, monitoring & evaluation (M&E), and stakeholder engagement.
- Strong communication, coordination, and reporting skills.
- Proficient in Microsoft Office (Word, Excel, and PowerPoint).
- Fluency in Tetum and English.
- Willingness to travel regularly to Oe-cusse, Ermera, Baucau, and Bobonaro.
