Position Overview:

The Programme Manager Decarbonisation will be responsible for leading the development and delivery of public sector decarbonisation programmes across Bristol City Leap’s portfolio. The role will oversee the identification, development, approval and implementation of projects that reduce carbon emissions, improve energy performance and support the partnership in achieving its net zero commitments.
 

The role will be accountable for translating Bristol City Leap objectives and client net zero ambitions into a prioritised pipeline of investable and deliverable projects on Bristol City Council’s corporate estate. Including, energy efficiency, heat decarbonisation, renewable energy and grant-funded investment programmes.
 

This will include developing, maintaining and refreshing the Estate Decarbonisation Strategy, identifying future investment opportunities, shaping programme roadmaps, securing stakeholder support and ensuring programme activities maximise carbon reduction, social value and commercial outcomes.
 

The Programme Manager will provide strong programme leadership, managing a portfolio of projects, coordinating governance processes and ensuring robust programme reporting, risk and budget management and stakeholder engagement. The role requires a blend of programme management expertise, strategic planning, commercial awareness, stakeholder management and a strong understanding of estate decarbonisation, preferably in the public sector.

The role will focus on the following areas:

• Lead the development and delivery of public sector estate decarbonisation programmes across Bristol City Leap’s portfolio

• Develop, maintain and be accountable for the Estate Decarbonisation Strategy, ensuring a clear pipeline of opportunities aligned to partnership objectives, client net zero plans, funding opportunities and market developments

• Translate client objectives and net zero ambitions into prioritised, investable and deliverable programmes of work

• Identify and assess future investment opportunities and develop strategic programme roadmaps to support long-term growth and carbon reduction objectives

• Coordinate programme governance, business case development, approvals, reporting, risk management and budget oversight

• Ensure programme activity maximises carbon reduction, social value, commercial outcomes and operational performance

• Manage a team of two then continue to grow and build out the team as the estate programme progresses

• Recruit, manage, mentor, and inspire a multi-disciplinary team

Strategy and Pipeline Development

• Develop, maintain and refresh the Estate Decarbonisation Strategy in line with Bristol City Leap objectives, client net zero plans, funding opportunities and market developments

• Identify and assess future investment opportunities and develop strategic programme roadmaps to support long-term growth and carbon reduction objectives

• Identify, evaluate and prioritise decarbonisation opportunities, including energy efficiency, heat decarbonisation, renewable energy and building retrofit projects

• Work with clients and technical teams to develop strategic decarbonisation plans, project pipelines and investment programmes aligned to net zero targets

Programme Governance and Delivery

• Manage programme governance arrangements, ensuring projects are delivered in line with approved business cases, budgets, timescales and funding requirements

• Coordinate the development of project business cases and investment proposals, supporting internal and client approval processes

• Oversee programme budgets, forecasts, risks, dependencies and performance reporting

• Track key programme milestones, risks, dependencies and issues, ensuring timely escalation and resolution

Funding, Investment and Commercial Outcomes

• Support the development and management of funding applications, including Government grant programmes and public sector funding opportunities

• Ensure programme activities are shaped to maximise carbon reduction, investment potential, social value and commercial outcomes

• Maintain a strong understanding of funding requirements, delivery obligations and reporting expectations across grant-funded programmes

Stakeholder Engagement and Reporting

• Build and maintain strong relationships with senior stakeholders, clients, technical teams and delivery partners

• Prepare and present programme reports, updates and recommendations to boards, steering groups and senior leadership teams

• Communicate programme objectives, progress, risks and decisions clearly to internal and external stakeholders

Performance and Outcomes

• Monitor programme performance against carbon, financial, social value and operational objectives

• Ensure lessons learned and performance insights are used to strengthen programme delivery, governance and future pipeline development

• Perform other duties as assigned

• Relevant professional experience in programme management, estate decarbonisation, energy, infrastructure, construction, asset management or a related field

• Strong understanding of public sector estate decarbonisation, including energy efficiency, heat decarbonisation, renewable energy, retrofit and net zero strategies

• Experience developing project business cases, investment proposals and programme governance documentation

• Significant experience delivering complex decarbonisation, energy, infrastructure, construction or asset improvement programmes

• Experience working with local authorities, public sector organisations, government agencies or regulated environments

• Understanding of public sector funding mechanisms and grant programmes

• Knowledge of programme governance, assurance, procurement and delivery processes

• Strong stakeholder management and communication skills, with experience engaging senior stakeholders and governance forums

• Commercial awareness and the ability to balance carbon, social value, delivery and financial outcomes

The successful candidate will be a strategic, collaborative and delivery-focused programme leader with the ability to translate long-term net zero objectives into practical, investable and deliverable programmes.
