The salary is determined in accordance with the University’s compensation structure and will be commensurate with the candidates’ education and experience, within the assigned salary range for this position. 

The Program Leader I, under direction, plans, organizes, directs, manages, and administers a statewide juvenile delinquency prevention program and related initiatives. Participates in strategic planning and goal-setting activities; develops and maintains working relationships with internal and external partners; assists in establishing program standards and objectives; conducts program assessments; and identifies funding and program expansion opportunities.

Manages program implementation, marketing, communications, events, trainings, databases, files, budgets, requisitions, accounting matters, statistics, and reporting requirements. Supervises and manages program staff and coordinates program activities with government agencies, juvenile justice organizations, schools, law enforcement agencies, courts, nonprofit organizations, and other community partners.

Collaborates with the Research Division to incorporate community needs assessments, program data, research findings, and evaluation information into program planning, implementation, assessment, and improvement.

Responsibilities:

Program Planning, Administration, and Management

  • Plans, organizes, directs, manages, and administers assigned statewide juvenile delinquency prevention programs and initiatives.

  • Participates in strategic planning and goal-setting activities for assigned programs.

  • Assists in establishing program standards, objectives, performance measures, and implementation requirements.

  • Conducts program assessments to identify program needs, strengths, challenges, and opportunities for improvement.

  • Coordinates and monitors program activities to ensure alignment with established program standards, objectives, and requirements.

  • Identifies funding and program expansion opportunities in support of established program goals.

  • Supervises and manages program staff.

  • Manages multiple program projects and activities and monitors progress toward established objectives.

Partnerships and Stakeholder Engagement

  • Develops and maintains working relationships with internal and external partners, including government agencies, schools, law enforcement agencies, courts, juvenile justice agencies, nonprofit organizations, and community-based organizations.

  • Establishes and maintains partnerships that support juvenile delinquency prevention programs and services for youth and families.

  • Facilitates stakeholder meetings, workgroups, and other collaborative activities in support of program goals.

  • Coordinates cross-system activities with juvenile justice and community partners.

  • Represents Prairie View A&M University and the Texas Juvenile Crime Prevention Center at assigned statewide forums, coalitions, meetings, and other program-related activities.

  • Participates in outreach activities and communicates program information to stakeholders and community partners.

  • Facilitates discussions with stakeholders to identify program needs, outcomes, service gaps, and opportunities for program improvement.

Program Implementation, Marketing, Communications, Events, and Training

  • Coordinates and manages implementation of assigned juvenile delinquency prevention programs and related initiatives.

  • Collaborates with program partners to support prevention and intervention activities based on established program objectives and available research.

  • Manages program marketing, communications, outreach, events, and trainings in support of statewide program goals.

  • Plans, coordinates, and manages program meetings, trainings, workshops, community engagement activities, and other events.

  • Delivers and facilitates training sessions, workshops, presentations, and other program-related activities, as assigned.

  • Provides program-related information and technical assistance to agencies and community partners.

  • Coordinates and supports volunteers, interns, and other individuals participating in assigned program activities, as appropriate.

  • Coordinates communication of program activities, findings, and resources to internal and external stakeholders.

Program Assessment, Research Collaboration, and Evaluation

  • Collaborates with the Research Division to support community needs assessments and program assessments related to juvenile delinquency prevention.

  • Supports the collection, organization, and management of program information and data in accordance with established procedures.

  • Works with the Research Division to support evaluation activities related to program implementation, reach, outcomes, and community needs.

  • Uses program statistics, assessment findings, and available research to support program planning, implementation, and improvement.

  • Assists with participant feedback, outcome assessments, and other program evaluation activities, as assigned.

  • Supports research and evaluation activities associated with assigned programs under the direction of the Research Division.

  • Communicates program needs, implementation issues, assessment findings, and recommendations to appropriate stakeholders.

Program Budgets, Requisitions, Data, and Reporting

  • Initiates and approves state program requisitions and oversees program budgets and accounting matters.

  • Develops, monitors, and maintains program budgets and related financial records.

  • Manages and maintains program databases, files, records, and related documentation.

  • Compiles and analyzes program statistics and reports.

  • Prepares bi-annual, annual, and other required program reports.

  • Prepares and presents program activities, findings, and recommendations to appropriate stakeholders.

  • Utilizes word processing, spreadsheet, database, presentation, and other applicable software to manage program information and reporting requirements.

Other Duties

  • Performs other duties as assigned.

Required Education and Experience:

  • Bachelor’s degree in applicable field.

  • Four years of related experience.

Required Knowledge, Skills and Abilities:

  • Knowledge of word processing and spreadsheet applications. Working knowledge of specific agency program.

  • Effective verbal and written communication skills.

  • Strong interpersonal, leadership, problem solving, and organizational skills. Maintains attention to detail and utilizes sound judgment.

  • Ability to multi task and work cooperatively with others.

Preferred Qualifications:

  • Master’s degree in social work, criminal justice, juvenile justice, public administration, public policy, sociology, psychology, public health, education, or a related field.

  • Experience planning, organizing, managing, or administering statewide or multi-site programs, preferably in juvenile justice, delinquency prevention, youth development, community-based programming, or a related field.

  • Experience developing and maintaining partnerships with government agencies, juvenile justice organizations, schools, law enforcement agencies, courts, nonprofit organizations, community-based organizations, and other stakeholders.

  • Experience with program planning, strategic planning, implementation, assessment, evaluation, and continuous improvement, including the use of program data, community needs assessments, research, or other evidence to inform decision-making.

  • Experience managing program operations, including budgets, requisitions, databases, records, reports, communications, trainings, events, stakeholder meetings, or community outreach.

  • Experience supervising or managing program staff and coordinating multiple programs, projects, and priorities while meeting established deadlines.

  • Familiarity with the Texas juvenile justice system and statewide juvenile delinquency prevention programs, with strong communication, facilitation, organizational, problem-solving, and relationship-building skills.
