POSITION SUMMARY: The Payroll Analyst II – Garnishments serves as the subject matter expert for all employee wage garnishment processes, ensuring accurate, timely, and compliant handling of court‑ordered and statutory deductions. This role is responsible for managing the full lifecycle of garnishment orders—including setup, auditing, reconciliation, payments, and ongoing compliance—while partnering closely with ADP, internal payroll teams, Human Resources, and third‑party agencies. The Payroll Analyst II- Garnishments oversees submission and monitoring of garnishment orders to ADP, ensures timely and accurate transmission to Workday, and resolves processing issues through detailed analysis and audit reviews. This position communicates directly with external agencies regarding garnishment status, terminations, denials, employee leave statuses, bonus eligibility, and required responses such as interrogatories, verification of employment, and health insurance orders. The role also provides case management support to employees, responding to internal and external inquiries with professionalism, accuracy, and discretion. In addition, the Payroll Analyst II- Garnishments performs regular audits and reconciliations of garnishment accounts, conducts entity‑level reviews, analyzes refunds and discrepancies, and maintains detailed activity logs and documentation. This role creates and maintains standard operating procedures, monitors legislative and regulatory changes, and proactively identifies opportunities to strengthen controls, improve processes, and ensure ongoing compliance with federal, state, and local garnishment requirements

PRINCIPLE RESPONSIBILITIES: 

• Processes court ordered wage garnishments including, but not limited to, federal and state levies, child support, student loans, creditor garnishments, wage assignments and bankruptcy orders.
• Maintains garnishment order start and stop dates accurately.
• Researches garnishment errors and provides solutions.
• Offers support regarding union grievances and requests related to the payroll function.
• Performs audits on payroll requests processed by the payroll functions and recommends improvements.
• Documents all payroll processes and records updates as improvements are implemented.
• Creates and maintains training materials for all payroll processes.
• Manages all Union Collective Bargaining Agreements (CBA) to ensure compliance for time and attendance tracking and processing.
• Loads new CBAs and updates the Union matrix.
• Proactively engages with the Labor Relations department to provide input for upcoming CBA negotiations.
• Completes year-end tax filings including W2's and W2c's as required.
• Calculates annual FUTA Credit Reduction amounts by property and ensures proper invoicing to properties.
• Reviews worker compensation rates within the system and provides required data for annual audits.
• Completes payroll tax account reconciliations.
• Audits employee tax exemptions to ensure correct local reporting.
• Requests abatement of tax penalties when required.
• Prepares and submits amended tax returns timely to required agencies.
• Resolves discrepancies with the journal payrolls System and tax vendors.
• Communicates directly with third party agencies regarding tax inquiries.
• Requests new tax agency accounts and manages account set-up with third party vendors and ensures compliance.
• Serves as the expert in proper tax filing processes, tax withholding and tax compliance.
• Researches and responds to all tax notices and ensures proper invoicing.
• Manages and stays abreast of all payroll legislative changes to ensure compliance.
• Researches and resolves garnishment processing issues.
• Performs other duties as assigned to include special projects.
  

MINIMUM REQUIREMENTS: 

• 2 - 4 years of payroll experience including processing payroll in large and complex organizations, leveraging payroll systems (e.g., Workday, ADP, etc.) and utilizing excel for data analysis and reconciliation.

This is a hybrid role requiring onsite presence in our Phoenix, AZ office. This candidate will be required to work onsite 4-days per week, with the option to work 1-day per week remote.

Our customers are increasingly looking for decarbonization solutions, and we are leveraging our network of landfills to meet that need. Republic has partnered with renewable gas developers to construct Renewable Natural Gas (RNG) plants at our landfills, expanding beyond the 77 projects we currently have to make progress towards our goal to beneficially reuse 50% more biogas by 2030 (2017 baseline year).
