Position Description

 
PingWind is seeking an Operations Research Analyst II  who will provide technical, analytical, and lifecycle support to the Maritime Electronic Warfare Systems Division (MEWSD) for critical U.S. Navy Electromagnetic Warfare (EW), Decoy, and Surface Electronic Warfare Improvement Program (SEWIP) systems. This role supports cradle-to-grave activities, including engineering, technology transition, installation, logistics, product support, test and evaluation, sustainment, maintenance, and repair. The Operations Research Analyst II will integrate logistics, data science, reliability and maintainability engineering, and operations research to analyze and model complex systems, improve operational availability, and support data-driven decisions. This position directly contributes to optimizing warfighting capability, system readiness, reliability, and lifecycle performance while balancing mission requirements, performance, and cost.

Responsibilities

Typical Responsibilities/Tasks:
•    Apply mathematical, scientific, engineering, and analytical methods to evaluate complex operational and organizational challenges.
•    Analyze the effective use and allocation of personnel, funding, materials, equipment, and other resources to improve operational performance.
•    Support strategic planning, forecasting, resource allocation, performance measurement, and scheduling activities.
•    Gather, validate, organize, and analyze information from large and complex datasets to support data-driven decision-making.
•    Select and apply appropriate analytical techniques, including simulation, linear and nonlinear programming, dynamic programming, queuing models, stochastic-process models, and analytic hierarchy processes.
•    Develop mathematical and analytical models that represent complex systems, processes, operational environments, and resource relationships.
•    Conduct modeling, simulation, and what-if analyses to evaluate how changes in resources, requirements, constraints, or operating conditions may affect system performance.
•    Analyze supply chain, transportation, distribution, logistics, and operational processes to identify efficiencies, constraints, risks, and performance improvements.
•    Develop and evaluate alternative courses of action to support planning, optimization, and resource management decisions.
•    Establish and assess performance measures and analytical metrics to evaluate system effectiveness and operational outcomes.
•    Interpret analytical results and translate complex findings into clear recommendations, reports, visualizations, and decision-support products for technical and program leadership.
