About This Role
As Nuclear Safety Basis Lead at General Matter, you'll own the integrated safety basis for a first-of-its-kind enrichment facility — the complete set of analyses, controls, and commitments that establish how the facility is authorized to operate. You'll keep the Integrated Safety Analysis (ISA), management measures, and license conditions consistent and current as the facility designs, builds, and operates, and you'll ensure proposed changes are evaluated for their impact on the safety basis. This is a systems-level leadership role at the center of our licensing strategy: you'll work across engineering, safety, operations, and licensing and interface directly with the NRC on the commitments that let us operate. If your background is in DOE authorization basis work, such as DSAs, TSRs, and Unreviewed Safety Question (USQ) determinations under 10 CFR 830, that experience maps directly onto this role's core structure and is exactly what we're looking for.
Responsibilities
- Own and maintain the facility's safety basis — the integrated ISA, management measures, and license commitments.
- Ensure the authorization basis remains current and internally consistent as the facility evolves.
- Ensure consistency between the license application, ISA Summary, and supporting analyses.
- Lead safety basis reviews and evaluations for proposed design, process, and operational changes.
- Interface with the NRC on license amendments, commitments, and safety basis matters.
- Coordinate across ISA, criticality, consequence, fire, design, and operations teams to maintain a coherent safety basis.
- Lead and mentor staff supporting safety basis development and maintenance.
- Maintain configuration control and documentation to support audits and regulatory reviews.
Basic Qualifications
- Strong understanding of engineering fundamentals.
- Ability to perform trade studies and make clear recommendations using first principles and engineering fundamentals even with partial information.
- Bachelor's degree in Nuclear Engineering, Chemical Engineering, or a related field.
- Strong knowledge of nuclear safety basis / authorization basis concepts and 10 CFR Part 70, 10 CFR 830, or comparable regulatory framework.
- Experience with safety basis development, maintenance, or change evaluation.
- Experience leading technical teams, projects, or programs.
- Excellent analytical and problem-solving skills.
- Strong verbal and written communication skills, with the ability to convey technical information to diverse audiences.
- Ability to work collaboratively in a team-oriented environment.
Preferred Skills and Experience
- Evidence of exceptional ability (prior projects, portfolio of work, completed products, etc).
- Experience in a fast-paced engineering environment or a highly technical role requiring a resourceful, entrepreneurial approach to complete tasks within tight timeframes or budget constraints.
- Experience with nuclear fuel cycle facility licensing, or DOE documented safety analysis (DSA) and technical safety requirements (TSRs) — we consider DOE DSA/TSR/USQ experience directly transferable to NRC ISA and management-measure work
- Experience interfacing with the NRC or DOE.
- Advanced degrees.
- Professional Engineer (PE) license is preferred or the ability to obtain one.

Compensation and Benefits
The base salary range for this role is $80,000–$170,000 annually.
Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
