As the backbone of compliance and quality assurance in Oregon's nursing facilities, the NFSU Performance Improvement & Training Analyst plays a pivotal role in transforming complex regulations into actionable training and support for staff dedicated to resident care.

SUMMARY OF DUTIES:

The role of the NFSU Performance Improvement & Training Analyst (PITA) is to provide ongoing evaluation, competency review, personalized training, and in-service training to NFSU (Nursing Facility Survey Unit) staff, to ensure the quality and adequacy of care and services received by residents in Oregon’s long-term care Nursing Facilities (NFs). Survey staff are responsible for determining compliance with mandated federal and state regulations within required timelines. Surveyor staff provide professional evaluations of findings during surveys, with recommendations to APD and CMS. This position coordinates with NFSU program management, professionals and support staff in facilitating this process. This position also provides policy interpretation, training, quality assurance, and technical assistance to NFSU staff, NF providers, and community partners related to state and federal regulations.

The position ensures accurate completion of training and survey activities according to federal and state regulations and rules, professional standards of practice and Department procedures; actively participates in staff field activities and monitors learning experiences of new and existing employees; ensures a working relationship with other APD and Agency and Area Agency on Aging (AAA) staff and actively participates in projects at the request of Department management.

Major duties include:

Ongoing Regulatory Interpretation and Training Survey Staff:

  • Monitor changes in federal and state regulation for impact on care standards in nursing facilities.

  • Develop and provide trainings for all Client Care Surveyors related to survey updates and trends. 

  • Make recommendations to the NFSU management about trends identified through data analysis.

  • Conduct proficiency reviews for surveyors; develop and revise training programs in response to the results.

  • Plan, develop and provide training programs to update professional and clinical skills of survey staff, and meet federal-mandated training requirements; coordinate statewide surveyor training conferences to include outside professionals with expertise in clinical and survey-related areas.

  • Provide written clarification to assist survey staff in the practical application of complex survey processes and regulatory interpretations.

  • Provide technical assistance to survey staff, lead workers, and managers for educational materials, survey process and interpretation of regulatory requirements as needed.

  • Evaluate and report on the effectiveness of the training program at both the individual staff and state-wide levels.

  • Review and analyze reports as needed for defensibility and quality and make recommendations

WORKING CONDITIONS:

  • Travel Requirements: Frequent in‑state travel, including overnight stays, to subject facilities, meetings, and trainings. Travel may occur during adverse weather or poor road conditions.

  • Work Environment & Physical Requirements:  This is a hybrid remote position. Work daily within busy, variable, long‑term care healthcare facility settings.  Regularly stands, sits, and moves throughout facilities. Lifts and carries up to 20 lbs. as needed. Uses telephone and computer on a daily basis.

  • Schedule & Attendance:  Regular attendance is essential to meet job demands and provide necessary services. Subject to irregular schedules with frequent changes. May be required to work beyond scheduled hours, including some weekends, holidays, or in emergency situations. 

  • Professional Conduct:  Maintains professional demeanor under politically or emotionally charged circumstances. May encounter hostile individuals, including upset providers, administrators, staff, or individuals involved in investigations.

  • Compensation Note:  Straight‑time eligible.

MINIMUM QUALIFICAITONS (MQ's)

Seven years of professional-level evaluative, analytical, and planning work experience that typically supports the knowledge and skills for this job classification.

Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.

  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • A master’s degree in any of the listed areas substitutes for four (4) years of experience.

  • A Doctorate degree in any of the listed areas substitutes for five (5) years of experience.

ESSENTIAL ATTRIBUTES (EA's): Please attach a brief but concise cover letter describing how you meet each of the EA's and the requested attributes listed below.

  • Experience developing and/or providing training to adult learners in a training environment

  • Experience applying and analyzing regulations in long term care settings. 

REQUESTED ATTRIBUTE:

  • SMQT certification - ​Surveyor Minimum Qualifications Test (SMQT) is a mandatory federal exam that certifies healthcare surveyors to assess compliance in Medicare- and Medicaid-certified facilities.

  • Experience evaluating job proficiency and making associated training/development recommendations.
