Zayo is seeking a Network Construction Manager to be primarily responsible for providing end-to-end customer support, solutions, planning and implementing fiber connectivity solutions, managing customer orders, handling customer service requests, coordinating installations, executing and serving as single point of contact for customers, post-sale, providing direction and project ownership by leading the implementation, execution and communication of projects / orders for customers. 

Work Authorization Requirement: Applicants must be currently authorized to work in the United States on a full-time basis. This position is not eligible for employer-sponsored work authorization, such as OPT, TN, H1B or any other type of work visa, now or in the future.   

NOTE: This role will serve Pennsylvania with an ideal location in the western suburbs of Philadelphia. Some travel is required in the region. **The role is part of the Fleet Zayo policy and will be subject to DMV requirements.

Responsibilities:

• Manage the pre-construction and construction phases of the OSP project - deliver on time, on budget, and within quality and safety standards. 
• Manage the Relocations projects preconstruction work, construction activities and closeout.
• Daily management of construction vendors to expedite the construction and splicing of OSP facilities.
• Manage relationships with jurisdictions and ROW contacts such as cities, counties and railroad. Working in close relationship with underlying rights group to identify and prepare encroachment permitting, franchise agreements and building access agreement.
• Oversee timely permitting submittal and on time performance of engineering and construction vendors.
• Assist in the planning and implementation of fiber connectivity solutions programs and projects that adhere to approved plans, budgets and schedules. 
• Provide specialized telecommunications technical expertise.
• Coordinate and facilitate with internal and external resources to affect the timely completion of projects.
• Create and track project budgets in relationship to Network Operations.
• Provide direct interface with customers, subcontractors, jurisdictional authorities and interoffice personnel. Support customer meetings as necessary which require in-person meetings and travel to clients and/or construction sites.
• Oversee procurement of equipment and materials related to the assigned projects.
• Execute Bid Process, inclusive of budgetary requirements and the tracking thereof.
• Verify and update project documentation.
• Timely tracking of project progress and budget in Salesforce and manual tracker.
• Timely update of budget requests, purchase orders, project close out and internal service orders in Salesforce.

Qualifications:

• Bachelor’s degree preferred.
• Minimum of seven (7) years in the telecommunications industry with outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management experience.
• Must be conversant/have working knowledge of structured cabling, routing, switching, and IP protocols.
• Minimum of four (4) years familiarity with all types of outside plant construction and experience managing large capital projects required.
• Familiar with Email, MS Excel, Word, Google Earth.
• Must be able to manage multiple aggressive RFP and design construction schedules and responses.
• Must be able to understand and read construction documents.
• Familiar with all facets of OSP management, including quoting, construction and delivery.
• Proven negotiation skills.
• Business minded and able to maintain a commercial focus.
• Must possess a valid driver’s license and is expected to drive as required to his/her assigned projects to ensure on time and on budget delivery.
• Must perform on-site surveys and attend field meetings required to ensure projects meet the delivery/ commitment dates identified.
• Required to occasionally meet with various municipalities and vendors to review project scope and to ensure positive communication is maintained.
• Full ability and willingness to pull on call duty when assigned, as dictated by the needs of the business.
• Some local travel will be required - up to 40%.

Estimated base salary range: $77,100 - $118,600 USD/annually

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.

Additionally, this position may be eligible for certain benefits, such as health insurance, life insurance, disability retirement plans, paid time off.
