  • Support ADPs to align outcomes, indicators, baselines, targets and interventions with child well-being priorities, approved technical programmes, community priorities and applicable donor requirements.
  • Develop costed MEAL plans with defined methods, responsibilities, reporting schedules and data-quality controls; coordinate with Finance and programme teams to align activities, resources and intended results.

  • Coordinate routine output and outcome monitoring, field verification and indicator tracking across the assigned portfolio; maintain an integrated monitoring and reporting calendar.
  • Support ADP MEAL Officers to validate source records, check completeness, accuracy, consistency and timeliness, prevent double counting and maintain traceable corrections and supporting evidence.

  • Quality-assure monthly, quarterly, semi-annual, annual, donor and government reports, as applicable; coordinate timely updates in iMPAQ, indicator tracking tables and other approved systems.
  • Work with Sponsorship and technical teams to verify child reach, meaningful participation and child well-being results, including Future Ready Sponsorship where implemented, without conflating participation with outcomes.

·       Ensure children and communities understand programme commitments, selection criteria, available feedback channels and how responses will be communicated.

·       Coordinate secure feedback logging, categorisation, referral and tracking against approved response timelines; verify closure with complainants where safe and appropriate.

·       Refer safeguarding, fraud and other sensitive concerns immediately through designated channels; do not investigate cases or include sensitive details in routine reports.

Analyse anonymised feedback trends and inclusion barriers, support community review of results and track programme improvements arising from feedback.

Surveys, Assessments and Research:

  • Lead the technical implementation of approved needs assessments, baseline studies, outcome surveys and research, including data collection required for evaluations, using appropriate National Office and donor methods.
  • Support sampling frames, sample-size justification, indicator measurement protocols and quantitative and qualitative tools; document limitations and obtain required technical and ethical approvals.
  • Train data collectors, pilot tools and supervise fieldwork, consent processes, daily quality checks and secure data handling.
  • Coordinate data cleaning, analysis, triangulation and interpretation with technical teams; present findings relevant to vulnerability, child well-being and programme decisions.

Maintain approved tools, anonymised analytical datasets, methodological notes and reports in authorised repositories with appropriate access and retention controls.

echnical Capacity Strengthening and Internal Coordination:

·       Develop and implement a needs-based capacity-strengthening plan for ADP MEAL Officers and partners through coaching and practical training; follow up application of skills in programme work.

·       Coordinate technical support with National Office MEAL, programme leadership, technical specialists, Sponsorship, Finance and other support functions to resolve cross-functional delivery and evidence gaps.

·       Support partners and authorised community data collectors with proportionate tools, reporting guidance, data-quality checks and confidentiality practices.

·       Coordinate internal technical-support priorities, responsibilities and follow-up with ADP teams and National Office MEAL; escalate unresolved technical gaps to the responsible managers.

·       Coordinate government-facing project appraisal, agreement development and annual planning consultations at regional, zonal and woreda levels; consolidate technical inputs, follow up appraisal comments and route commitments and signatures to authorised representatives.

·       Facilitate joint monitoring visits, evaluations, learning events, and evidence-sharing forums with government institutions, implementing partners, academic institutions, donors, and consortium members to promote accountability, transparency, and programme effectiveness.

·       Represent FCO1 in external technical working groups, DMEAL forums, coordination platforms, and sector review meetings, ensuring World Vision's evidence, lessons learned, best practices, and programme results inform policy dialogue and decision-making.

·       Coordinate the collection, consolidation, validation, and submission of programme performance reports, evaluation findings, and evidence products required by government entities, donors, and strategic partners.

·       Support the development of concept papers, project proposals, assessments, baselines, and evaluations by providing credible contextual evidence, data analysis, lessons learned, and performance trends to strengthen resource mobilization efforts.

·       Build and maintain strong relationships with external stakeholders to enhance collaboration, harmonize monitoring systems where appropriate, and promote the utilization of evidence for programme improvement and sustained child well-being outcomes.
