Manager, Regulatory Compliance Support Services

About This Role

CAE is seeking a Manager, Regulatory Compliance Support Services to lead and oversee critical regulatory compliance programs supporting aviation training operations worldwide. This role provides management oversight for CAE's Student and Exchange Visitor Program (SEVP), Transportation Security Administration (TSA) Flight Training Security Program (FTSP), and Federal Aviation Administration (FAA) Integrated Airman Certification and Rating Application (IACRA) support functions.

The successful candidate will serve as a key regulatory leader, ensuring compliance with U.S. Department of Homeland Security (DHS), TSA, FAA, and other applicable National Aviation Authority (NAA) regulations while supporting CAE's global aviation training network.

This position also serves as a Regulatory Compliance Lead with responsibility for supporting and safeguarding CAE's FAA Part 141 and Part 142 certificates and other applicable regulatory approvals.

Key Responsibilities

Regulatory Compliance Leadership

  • Lead the global team responsible for SEVP, TSA FTSP, and IACRA regulatory compliance activities.
  • Maintain oversight of CAE's global SEVIS certification and ensure ongoing compliance with SEVP requirements.
  • Manage investigations into potential regulatory compliance issues and coordinate corrective actions when required.
  • Develop, implement, and monitor mitigation plans for identified compliance concerns.
  • Ensure consistent application of regulatory policies, procedures, and guidance throughout CAE's global network.
  • Serve as a primary regulatory resource for operational departments, including Flight Operations, Sales, Training, and Courseware.

TSA, SEVP, and Security Program Oversight

  • Oversee teams responsible for processing and maintaining documentation for international M-1 visa students from enrollment through training completion.
  • Ensure compliance with SEVIS requirements, student visa regulations, and applicable DHS policies.
  • Oversee processing of TSA Flight Training Security Program requests and ensure completion of all required approvals.
  • Act as CAE's interim TSA Security Coordinator while supporting development of a permanent corporate security process.
  • Manage CAE's annual global security awareness training campaign and support ongoing TSA compliance initiatives.

FAA and Aviation Regulatory Compliance

  • Serve as the primary regulatory contact for FAA Part 141 and Part 142 compliance activities within assigned areas of responsibility.
  • Support FAA-style regulatory compliance activities with global aviation authorities as required.
  • Assist in safeguarding CAE certificates and approvals from regulatory enforcement actions, including fines, suspensions, or other compliance measures.
  • Lead investigations related to potential Part 141, Part 142, or other aviation regulatory non-compliance events.
  • Support initial and renewal certification activities with regulatory authorities.
  • Assist in preparing official regulatory correspondence and submissions.
  • Participate in audits of training programs, manuals, policies, and operational procedures to ensure regulatory compliance and currency.
  • Monitor compliance of training and operational documentation, including training programs and operational manuals.
  • Support development and oversight of CAE's Organization Designation Authorization (ODA) activities.

Leadership and Team Management

  • Lead, mentor, and develop a team of regulatory compliance professionals.
  • Establish priorities, delegate responsibilities, and monitor performance to achieve organizational objectives.
  • Foster a culture of accountability, professionalism, collaboration, and continuous improvement.
  • Ensure teams maintain compliance with all applicable regulations, policies, and procedures.

Qualifications

Required

  • Bachelor's degree or equivalent combination of education and relevant experience.
  • Minimum 5 years of aviation regulatory compliance experience.
  • Prior leadership or management experience, including oversight of team members.
  • Strong knowledge of aviation regulatory frameworks and compliance programs.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Ability to manage multiple priorities in a highly regulated environment.
  • Proficiency with Microsoft Office applications.

Preferred

  • 12+ years of aviation regulatory experience.
  • Air Transport Pilot (ATP) License or equivalent aviation experience.
  • Previous instructor experience in a Part 142 training center or Approved Training Organization (ATO).
  • Examiner or check airman experience.
  • Previous experience as Pilot in Command (Captain).
  • Experience working with FAA, EASA, GCAA, GACA, CAAC, or other National Aviation Authorities.
  • Experience with SharePoint, Salesforce, Adobe Acrobat, Photoshop, and AI-enabled business tools.
