Job Description:

Overview

The Knowledge Engineer (KE) is embedded within a USAFRICOM Directorate to support CDAO’s mission of enabling digital modernization and accelerating AI/ML adoption across the AFRICOM enterprise. KEs document, digitize, and optimize command workflows; design and standardize semantic ontologies; and configure out‑of‑the‑box Microsoft 365/DEOS capabilities to improve data accessibility, operational efficiency, and decision advantage.

Key Responsibilities

Process Intelligence & Workflow Optimization (30%)

·        Map, baseline, and digitize existing command workflows and Joint Staff standards.

·        Identify bottlenecks using process intelligence methods and develop versioned workflow diagrams.

·        Transition manual processes into automated or semi‑automated digital workflows using Agile implementation practices.

Ontology Development & Data Standardization (30%)

·        Conduct semantic orchestration: design and maintain minimum viable ontologies in standard formats (OWL, RDF, SKOS).

·        Ensure documentation, models, and related data products adhere to metadata standards for seamless integration into MSS and WDP.

·        Prepare ontologies and models so AI agents and LLMs can access authoritative, secure data for decision support tools, dashboards, and predictive analytics.

Education, Training & System Adoption (30%)

·        Train Knowledge Managers and functional users on metadata practices, knowledge capture methods, and modern collaboration/data platforms (Microsoft 365, Databricks, Palantir).

·        Promote data literacy and adoption of new digital workflows across Directorates.

Contractor Oversight & Agile Work Package Management (10%)

·        Review technical work packages for accuracy, completeness, and adherence to governance standards.

·        Evaluate scope and dataflow functionality through digital capture tools (e.g., JIRA, Slack or similar) and ensure delivery of Minimum Viable Product (MVP) increments aligned with stakeholder needs.

Required Qualifications

·        Bachelor’s Degree (mandatory) — DEOS contract requirement; no substitutions allowed.

·        10+ years of experience in knowledge management, process engineering, or closely related fields.

·        Experience leading cross‑functional teams in DoW or IC environments.

·        Hands‑on configuration skills in Microsoft 365: SharePoint administration, Power Automate workflows, and Teams governance (must be able to build, not only advise conceptually).

·        Experience within U.S. military headquarters or Joint Staff directorates; understanding battle rhythm, command processes, and operational documentation.

·        Demonstrated ability to lead change and facilitate adoption among senior stakeholders (O‑6/SES).

·        Practical experience with ontologies, metadata standards, and workflow digitization.

·        U.S. Citizenship; eligible for SOFA status and required country clearances.

·        DOW Security Clearance: TS/SCI

Desired Qualifications

·        Experience with Power Apps or Power BI for dashboards and decision support.

·        Familiarity with CDAO/CKDP frameworks, DEOS enterprise services, and DoD records management.

·        Background in knowledge engineering frameworks, semantic technologies, or content modeling.

·        Experience supporting data ingestion, tagging, and interoperability across MSS, WDP, or similar analytical platforms.

The likely salary range for this position is $140,250 - $189,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
