Job Description:

The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent Information Systems Specialist 6 position. This position will have the potential of up to 2 days per week of remote work upon successful completion of trial service. During trial service, this position will be fully in-office.

Summary of Job Duties:

In this position, you will serve as the primary technical analyst responsible for the agency’s CAD map (the GIS data and mapping layers that support Computer Aided Dispatch) and other geospatial assets. The GIS Analyst analyzes, plans, develops, integrates, implements, and coordinates projects and activities that support the operation, maintenance, installation, and construction of CAD-supporting GIS information systems. CAD and GIS issues impact officer safety, dispatch accuracy, and public safety, making them critical systems.


Your work will include leading complex geospatial date development, quality control, and integration efforts that ensure accurate location validation and vehicle routability; administering geospatial platforms; developing applications and web maps; and providing expert customer assistance to internal OSP users, partner agencies, and public safety stakeholders. This position works at the senior professional (ISS6) level, addressing projects that introduce new technology or business processes, resolving conflicting data and stakeholder needs, and requires coordination across multiple jurisdictions and vendors.

Minimum Qualifications:

(a) Five (5) years of information systems experience in:

  • Geographic Information Systems (GIS), including development, maintenance, quality control, and analysis of geospatial data using the Esri ArcGIS platform in an enterprise environment.

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field,
OR
completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in:

  • Geographic Information Systems (GIS), including development, maintenance, quality control, and analysis of geospatial data using the Esri ArcGIS platform in an enterprise environment.

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND one (1) year of information systems experience in:

  • Geographic Information Systems (GIS), including development, maintenance, quality control, and analysis of geospatial data using the Esri ArcGIS platform in an enterprise environment.

Preferred Skills:

  • Experience developing, maintaining, modeling, and quality-controlling enterprise GIS datasets, including topology, ETL/data integration from multiple sources, and standards compliance in support of critical operational systems.

  • Advanced proficiency with the Esri ArcGIS platform (ArcGIS Pro, ArcGIS Online/Enterprise, feature services, and locators) in multi-user or enterprise environments.

  • Working knowledge of Python (or an equivalent scripting language) for GIS automation and workflow efficiency, together with intermediate-to-advanced Microsoft SQL Server skills for spatial and relational queries.

  • Proven ability to communicate complex geospatial and technical concepts clearly to both technical and non-technical audiences, including development of user documentation and training materials.

  • Demonstrated experience supporting, maintaining, and troubleshooting mission-critical applications in a fast-paced, high-stakes operational environment.
