Job Purpose: The Health Officer will be responsible for the planning, implementation, monitoring, supervision, and reporting of emergency health interventions at health facility, outreach, and community levels. The position holder will ensure the provision of quality primary health care services, strengthen disease prevention and outbreak response, support capacity building of health workers, and enhance health system performance in accordance with national guidelines and project objectives.
Major Responsibilities
Clinical and Primary Health Care Service Delivery
- Provide comprehensive outpatient (OPD) and inpatient (IPD) medical consultations, including history taking, physical examination, diagnosis, treatment, and referral services.
- Manage acute, chronic, and life-threatening illnesses according to national treatment protocols and clinical guidelines.
- Deliver primary health care services at health facilities, outreach sites, and IDP locations.
- Support management of sick children in accordance with IMNCI and ICCM guidelines.
- Provide technical support and mentorship to health workers on patient assessment, diagnosis, treatment, and quality patient care.
Maternal, Newborn and Child Health Services
- Support the provision of ANC, PNC, delivery, essential newborn care, family planning counseling, and contraceptive services.
- Promote iron supplementation, TT vaccination, and other maternal health interventions.
- Support routine and outreach immunization activities.
- Strengthen referral mechanisms for obstetric emergencies and maternal, newborn, and child health complications.
Capacity Building and Technical Support
- Prepare training plans, training schedules, and Terms of Reference (TORs) based on approved project budgets.
- Conduct training, on-job coaching, mentoring, and supportive supervision for health workers, HEWs, and community volunteers.
- Identify technical gaps and provide targeted capacity-building support.
- Support community-based health volunteers in implementing community health activities.
Public Health Emergency Management and Disease Surveillance
- Support disease surveillance, outbreak preparedness, detection, reporting, and response activities.
- Update and monitor outbreak surveillance charts and reporting tools.
- Strengthen community awareness on epidemic-prone diseases and preventive health measures.
- Support implementation of public health emergency management (PHEM) activities at facility and community levels.
Health Facility Strengthening and Supply Management
- Assess and ensure availability of essential medicines, IEHK supplies, IPC materials, HMIS tools, case definitions, and technical guidelines.
- Support health facilities in maintaining quality standards for service delivery.
- Supervise environmental health activities and infection prevention and control (IPC) practices.
- Monitor functionality of OPD, MCH, surveillance, supply chain, and other service delivery units.

Coordination and Partnership:
- Work closely with Woreda Health Offices, health facilities,community structures, and other stakeholders.
- Participate in coordination meetings, technical working groups, andreview forums.
- Support emergency assessments, joint assessments, and health sector evaluations.
Reporting, Documentation and Information Management:
- Prepare weekly, monthly, and quarterly activity reports.
- Support preparation of assessment reports, training reports, success
- stories, community campaign reports, IPPT updates, HEA dashboards, and Health & Nutrition 5W matrices.
- Ensure proper documentation and filing of project records and reports at woreda and health facility levels.
- Maintain updated profiles and records of health facilities, OPDservices, MCH units, stabilization centers, surveillance units, and project achievements
.
- Support compilation and submission of routine HMIS and project reports.
Required Professional Experience
- Previous work experience at least 3 years in risk identification, outbreak detection, PHEM, OPD consultation, ICCM/IMNCI, maternal health, and supply chain management areas.
Preferred Knowledge and Qualifications:
- Experience in the mobile health and nutrition intervention areas of screening, risk communication, OPD/Inpatient consultation, outreach EPI, health education, sanitation, and child health
Required Education,training, license,registration, and certification:
- Medical doctor and related with minimum of three years relevant experience. certificate on EDks management, PHEM, MHPSS and IPC are an asset
- Other relevant field of studies with an experience more than 5 years
Travel and/or Work Environment Requirement:
- Frequent travel to the project sites and to NO as needed
Language Requirements:
- English and knowledge of local language is advantageous
