Torch Technologies is seeking a FMS Program Analyst Subject Matter Expert (SME) to support the Army's Security Assistance Management Directorate (SAMD) Foreign Military Sales (FMS) missions. The candidate will provide specialized expertise across the full FMS lifecycle—from requirements definition and case development through production, sustainment, and closure—while facilitating coordination between SAMD, U.S. Government agencies, international partners, and industry stakeholders.
Key Responsibilities:
- Manage full-lifecycle FMS analysis for LORs, LOAs, Amendments, Modifications, P&As, ROMs, and related documentation.
- Advise Government leadership on strategy, execution, acquisition, logistics, scheduling, and risk management.
- Support Government oversight of production, post-production modification, technical assistance, training, and transportation for FMS programs.
- Coordinate with SAMD, other Government stakeholders, and international partners.
- Lead PMRs, working groups, and technical site visits; develop schedules, milestones, and risk mitigation plans.
- Develop FMS documentation in accordance with SAMM, Army regulations, and DoD policy.
- Provide technical mentorship and guidance on case structures, acquisition approaches, and funding strategies.
Job Requirements:
- US Citizenship.
- Bachelor's Degree in Engineering, Business Administration, Economics, or equivalent.
- 10+ years of experience in FMS, Security Cooperation, and international programs.
- Expertise in FMS case development, execution, management, acquisition, and logistics.
- Experience coordinating complex FMS programs between U.S. Government entities, international partners, and OEMs.
- Proficiency with LORs, LOAs, MASLs, and FMS policy/procurement processes.
- Experience using DSAMS and other Army/FMS business systems.
- Ability to produce executive-level briefings, financial analyses, and decision-support products.
- Strong communication skills and the ability to operate independently within an integrated Government/contractor team.
Preferred candidates will possess:
- Experience managing large FMS portfolios.
- Background in program production, post-production modification, and sustainment.
- Experience with developing new international FMS business opportunities.
- Ability to provide institutional knowledge for complex, long-duration international acquisition programs.
- Position requires that candidates maintain a SECRET security clearance (Top Secret preferred).
- Inability to obtain and maintain a security clearance will result in candidate being ineligible for this position.
- Travel to CONUS and OCONUS locations may be required for this position.
