It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Field Minister Administrator is responsible for the statewide administration, oversight, coordination, and evaluation of the Field Minister Program.

This program supports institutional operations, activities, and services that promote positive cultural change within correctional facilities and contribute to violence reduction at designated deployment locations.

The Administrator provides leadership by coordinating the deployment of Field Ministers, collaborating with Admission and Deployment Committees, facility leadership, and Division staff, and ensuring program objectives are achieved. This role also serves as the Division’s Apprenticeship Liaison.

The office location for this position will be determined based on the location of the individual selected to fill this position.

Key Responsibilities of this position include the following:

• Administer, coordinate, monitor, and evaluate the statewide Field Minister Program, including training and professional development for Field Ministers.
• Develop and implement policies, procedures, operational guidelines, and performance measures.
• Coordinate deployment and utilization of Field Ministers at correctional facilities.
• Collaborate with Admission and Deployment Committees, Chaplaincy and Programs staff, facility leadership, Division staff, and external partners.
• Ensure Field Ministers support facility programs, activities, and services designed to promote positive cultural change and reduce violence.
• Monitor program outcomes and analyze data related to offender engagement, institutional climate, program participation, and violence reduction.
• Conduct facility visits and program reviews to assess effectiveness and compliance.
• Provide technical assistance, guidance, and support to Field Ministers and facility staff.
• Serve as Apprenticeship Liaison for Dog Training and Construction Apprenticeship Programs; research and propose additional apprenticeship opportunities.
• Manage Offender Sentence Credits as final approving authority at the Division level.
• Participate in Prison Program Quality Assurance (PPQA) Assessments.
• Represent the Division at meetings, conferences, and stakeholder engagements.
• Perform other duties as assigned, including special projects, reports, and presentations for executive leadership.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $52,592.00 - $92,036.00

• Demonstrated knowledge of correctional operations, offender programming, and institutional management practices.

• Documented experience in program administration, evaluation, and performance measurement.

• Proficiency in Microsoft Office and offender management/reporting systems

• Data Analysis and report preparation skills.

The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.

Bachelor’s degree in a human services or criminal justice field from an appropriately accredited institution and four years of experience in correctional programs management or related work; or an equivalent combination of education and experience.
