Job Description:

bp Kwinana operates a fuel import terminal which supplies 80% of WA's liquid fuels. In addition to the site operating activities, it is continuing to safety decommission and demolish redundant legacy refinery equipment. The De-inventory, De-energise, Isolate (DDI) activities for the redundant equipment are executed under Project Bluesky which has a multi year time-frame.

The Bluesky Field Execution Coordinator reports to the Kwinana Control of Work Team Lead and is responsible for Control of Work permit issuing, field execution alignment between project contractors and operations, isolation planning and implementation. You will be working as part of a larger CoW Team, with a focus on Project Bluesky activities.

The role will be based at the bp Kwinana Terminal site, in Kwinana Beach.

You will use your proven experience with the permit to work systems, strong focus on safety, ability to work as an effective member of a team, interacting with a range of other teams and disciplines, to ensure successful maintenance and/or project execution.

Responsibilities:

• Accountable for supporting control of work requirements and permitting.
• Accountable for discussing SimOps, permit and work scope with the Performing Authority (PA), positively identifying accurate equipment to be worked on while identifying any risks and mitigations with the PA.
• Accountable for confirming all the appropriate control measures have been put in place prior to permit issue.
• Supports isolation plan development. Compiling, designing or checking of draft isolation plans, based on field visits and P&IDs/drawings.
• Accountable for putting in place and confirming secure isolations in accordance with the Isolation Plan to place equipment in a safe state for subsequent work activity. Recording isolations on appropriate Isolation Plan. Coordinate isolation activity with the on-shift operations team.
• Demonstrating/validating the integrity of the isolation and proving no stored energy state to the PA and maintenance crew. If isolation cannot stay in sync with site isolation standard ensuring that the PA and the work crew fully understand the risk mitigations that must be in place for work to be carried out.
• Accountable for witnessing initial “breaking of containment” for each isolated line or piece of equipment (except utilities) or first act of hot work.
• Responsible for checking the work site is left in a safe condition at shift change and upon work completion.
• Accountable for stopping work if conditions of the permit are not followed or if an unsafe situation arises.

Qualifications:

• Demonstrated experience with control of work and permit systems, and supervising contractors performing field work.
• Experience in the development or peer checking of isolation plans and/or operating procedures.
• Experience with operating site, preferentially oil and gas.
• Experience in risk management and operating in a high-risk environment.
• Experience with work planning/execution of Maintenance/Projects/TAR.
• Evidence of valuing and role modeling a speak up, safety culture and caring for others.
• Advocate for personnel and process safety leadership and execution, setting clear safety expectations for both bp & contractor teams.
• Capability to be self-directed and self organised.
• Aptitude for learning and a growth mindset.
• Operations knowledge of key industrial equipment (storage tanks, pipelines, pumps) and management of associated hazards.
