SUMMARY

• Provides consistent field-level oversight across assigned facilities to ensure compliance with policies, procedures, General Orders, Post Orders, contract requirements, training standards, and established operational requirements. Conducts routine site visits, inspections, and compliance evaluations; identifies deficiencies; provides guidance and support to supervisory personnel; and coordinates corrective actions with the Account Manager. Serves as an intermediary between Account Managers and Site Supervisors to promote consistent implementation of requirements across all assigned locations. Maintains accurate documentation of inspections, compliance evaluations, deficiencies, and corrective actions in accordance with established quality assurance requirements.

SUPERVISORY RESPONSIBILITIES

• Provides functional oversight and compliance guidance to supervisory personnel assigned to facilities. Monitors operational performance and compliance across assigned locations and provides management with information regarding the status of posts, personnel, training, documentation, and adherence to requirements. Assists supervisory personnel with corrective actions and follows up on identified deficiencies to support timely remediation. This position does not independently modify or interpret policies or written guidance and works with the CTS, as appropriate, to ensure alignment and consistent implementation.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Conducts regular site visits to assigned TVA facilities to observe operations and evaluate compliance with TVA policies, procedures, General Orders, Post Orders, contract requirements, and established operational standards.
• Performs inspections of posts, Security Officers, documentation, and operational practices to verify compliance with applicable requirements.
• Reviews documentation and records to evaluate accuracy, completeness, and adherence to established policies, procedures, and contractual requirements.
• Monitors operational performance across TVA locations and identifies deficiencies, inconsistencies, and areas requiring corrective action.
• Provides guidance and support to Site Supervisors and other supervisory personnel regarding compliance requirements and established operational practices.
• Assists supervisory personnel with the development and implementation of corrective actions in coordination with the Account Manager.
• Monitors identified deficiencies and follows up to ensure timely remediation and consistent implementation of corrective actions.
• Verifies that required training, employee qualifications, and operational practices are implemented consistently across assigned TVA locations.
• Maintains accurate and timely documentation of site inspections, compliance evaluations, identified deficiencies, corrective actions, and follow-up activities.
• Communicates compliance concerns, operational deficiencies, and other matters requiring attention to the Account Manager and appropriate management personnel.
• Works collaboratively with Account Managers and Site Supervisors to promote consistent application of TVA requirements across all assigned facilities.
• Works with the CTS when clarification or alignment regarding TVA policies, procedures, or written guidance is necessary.
• Does not independently interpret, modify, or alter TVA policies or written guidance.
• Ensures compliance activities and documentation are conducted in accordance with applicable Contractor-provided quality assurance requirements.
• Performs other duties and responsibilities as assigned by management.

REQUIRED QUALIFICATIONS

• The Field Compliance Officer must have a minimum of three years of experience in law enforcement, armed security operations, or security compliance.  Experience conducting inspections, reviewing documentation, and evaluating adherence to policies and procedures is required.  

• AND an Associate Degree in Criminal Justice, Security Management, Emergency Management, or a related field is preferred but not mandatory when balanced with equivalent experience. 

OTHER QUALIFICATIONS

• Where applicable:
  • State Security Officer License;
  • Certification in the use of weapons
  • State Armed License if required;
  • CPR/AED/First Aid Certification may be needed.
• Vehicle operators must be at least 25 years of age and have a driving record with no more than one moving violation
• Ability to pass a drug screen and criminal background check.

PSYCHOLOGICAL REQUIREMENTS

Contractor personnel shall undergo and successfully pass an approved psychological evaluation before assignment.  Employees should demonstrate mental alertness and the capability to exercise good judgment and implement instructions.  Evaluation shall show that Contractor personnel have no emotional instability that would interfere with the effective performance of assigned duties in an armed capacity.

BACKGROUND CHECK

A comprehensive background check, including a credit check, shall be performed on all candidates before consideration for work under this contract.  Background checks should include employment history, education level, credit, and criminal history.  Applicants with outstanding warrants, violent criminal history, domestic violence, stalking or harassment, theft, fraud, DUI, reckless driving, or patterns of immoral behavior shall not be considered. 

LANGUAGE SKILLS

• Ability to read and comprehend simple instructions, short correspondence, and memos using the English language.

MATHEMATICAL SKILLS 

• Ability to calculate figures and amounts with basic addition, subtraction, multiplication, and division with accuracy.

REASONING ABILITY

• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized situations.

COMPUTER SKILLS 

• Some posts may require an individual to know about Internet programs, Word Processing software, or other software as required.

PHYSICAL DEMANDS

• Must undergo and successfully pass an approved physical evaluation before assignment. The evaluation shall show that personnel are in good physical condition, have appropriate endurance, are able to protect themselves and others, are able to effectively use firearms and other equipment, are able to function in all applicable environments and climates, and are able to withstand sudden emotional stress and physical exertion.  
• May be required to run, jump, climb, or crawl.
• Required Abilities: CSSs shall be physically able to perform tasks and/or functions, including, but not limited to, those listed below: 
  • Frequent and prolonged walking, standing, sitting, and stooping up to 12 hours per day, either indoors or outdoors, during daytime or nighttime.  Outdoor posts may require an individual to withstand extreme heat, humidity, cold, and/or severe weather (e.g., snow, sleet, rain, hail, wind). 
  • Frequent contact with the general public, law enforcement, and the dispatch center, requiring an ability to speak clearly and distinctly, and remain calm in stressful situations. 
  • Ability to remain on post up to four consecutive hours without sitting, eating, or relieving bladder/bowels. 
  • Ability to remain alert for up to 12 hours, with the ability to mentally and physically react quickly to a variety of unexpected situations.  Use of senses (sight, hearing, smell, touch) is necessary to discern unusual or dangerous situations. 
  • Ability to use post security equipment (including metal detectors, X-rays, CCTV, or similar devices) and firearm at any time while on duty. 
  • Demonstrate computer proficiency, including typing and familiarity with Microsoft Word and Outlook. 
  • Ability to read post assignments, write accurate and grammatically correct reports, and respond to both routine and emergency dispatches/orders. 
  • Ability to respond to emergency situations (e.g., provide emergency first aid and/or resuscitation while waiting for the arrival of paramedics or other emergency personnel). 
  • Occasional running, sprinting, lifting heavy weights, moving heavy objects, and/or climbing stairs (e.g., responding to emergencies, ensuring timely and complete facility evacuations, etc.).
