The Opportunity:

FEMA's mission to help people before, during, and after disasters depends on technology systems that work seamlessly under both steady-state and surge conditions. As a FEMA ITSA Project Manager on our FEMA ITSA 3.0 program, you will serve as the critical bridge between mission owners and technology modernization strategy—ensuring that every assessment finding, every recommendation, and every investment decision is firmly grounded in operational reality and mission value.

You'll partner directly with system stakeholders across FEMA headquarters and all ten Regional offices to understand how technology enables—or constrains—emergency management operations. Through facilitated discovery sessions, you'll capture the operational dependencies, pain points, and user experiences that drive effective systems in both day-to-day operations and crisis response. Your insights will become the foundation for defensible modernization recommendations that balance mission criticality, user needs, feasibility, and readiness. This role offers the unique opportunity to shape technology strategy for the nation's emergency management enterprise, ensuring that modernization decisions are driven by mission outcomes rather than technology for technology's sake.

Responsibilities:

Mission Discovery & Stakeholder Engagement:

•             Facilitate structured discovery sessions with system owners, program offices, regional operations staff, and end users across FEMA headquarters and all Regional offices
•             Document frequency and purpose of system usage, stakeholder communities, and evolving mission requirements
•             Lead stakeholder interviews and workshops that capture authentic operational realities, not just what's documented
•             Build trusted relationships with mission owners who understand the real-world implications of emergency management technology

Mission Criticality & Operational Dependency Analysis:

•             Map mission-critical functions and operational dependencies for each assessed system
•             Quantify outage impacts and consequences across both steady-state operations and disaster surge conditions
•             Assess surge performance requirements and system behavior during high-stress, high-volume emergency response scenarios
•             Trace how systems support FEMA's core mission areas: preparedness, response, recovery, and mitigation

Pain Point Identification & Opportunity Analysis:

•             Document operational pain points, manual workarounds, and inefficient processes that degrade mission effectiveness
•             Identify shadow IT solutions, local tools, and unofficial workarounds that signal capability gaps
•             Uncover barriers to system adoption, consolidation opportunities, and replacement readiness
•             Surface improvement opportunities that could enhance mission outcomes or operational efficiency

Business Process & Fit-for-Purpose Assessment:

•             Analyze business process documentation, Standard Operating Procedures (SOPs), and workflow artifacts
•             Identify gaps between system capabilities and mission requirements (fit-for-purpose evaluation)
•             Recommend process improvements that could be enabled through modernization
•             Evaluate alignment between system features and actual business needs

User Experience & Service Delivery Evaluation:

•             Assess customer and user experience across internal and external user communities
•             Evaluate Service Level Agreements (SLAs), performance metrics, and delivery reliability
•             Identify usability constraints, accessibility gaps, and user adoption challenges
•             Document delivery bottlenecks that impact mission outcomes or user satisfaction

Documentation & Modernization Strategy Support:

•             Draft comprehensive system mission profiles that tell the complete operational story
•             Contribute mission-focused inputs to scoring rubrics, confidence indicators, and validation frameworks
•             Validate facts, findings, and assumptions with stakeholders to ensure accuracy and credibility
•             Support prioritization model development with inputs on mission impact, operational risk, cost-benefit, feasibility, sequencing logic, and quantified benefits


Qualifications:

Required: 

•             Bachelor's degree and 15+ years of experience in business architecture, IT consulting, or mission analysis supporting federal mission systems
•             Demonstrated expertise eliciting, synthesizing, and documenting complex requirements and operational realities across diverse, geographically dispersed stakeholder groups
•             Proven ability to facilitate productive discovery sessions with technical and non-technical audiences
•             Proficiency building defensible business cases and modernization rationales explicitly tied to mission outcomes and measurable benefits
•             Strong analytical skills with the ability to identify patterns, dependencies, and improvement opportunities across complex operational environments
•             Exceptional writing and visualization skills; ability to craft clear, evidence-based narratives that resonate with executive audiences
•             Experience translating operational pain points into actionable modernization recommendations
•             Ability to obtain DHS Entry on Duty (EOD) clearance


Desired:

•             Direct FEMA mission area experience in grants management, disaster assistance, individual assistance, public assistance, case management, emergency operations, or continuity programs
•             Familiarity with emergency management lifecycles and disaster response/recovery operations
•             Exposure to portfolio rationalization frameworks, capability-based planning, and enterprise architecture methodologies
•             Experience with federal business architecture practices or Business Capability Modeling
•             Background in process improvement methodologies (Lean, Six Sigma, business process reengineering)
•             Knowledge of FEMA organizational structure, mission programs, and regional operations
•             Previous work supporting federal IT modernization initiatives or digital transformation programs
•             Understanding of cloud migration decision frameworks and application rationalization approaches
