Facilities Maintenance Contract Coordinator (DTR)

As a Facilities Maintenance Contract Coordinator (DTR), you will administer a full array of roadway and facility maintenance services and supply contracts for the Dulles Toll Road (DTR).

Works under the general supervision of the Toll Road Operations Manager

Serves in the Toll Road Operations Technology and Maintenance Department at the Dulles Toll Road.

Develops contract documents, manages contractors, assigns work activities, tracks contractor performance, assures quality of work, develops budgets, monitors expenditures, reviews and submits invoices. The contracts may include, but are not limited to: roadway infrastructure maintenance and repairs, facilities maintenance and repairs, equipment maintenance and repairs, and landscaping design, installation, and maintenance.

GENERAL RESPONSIBILITIES

 Assists with the development, implementation, management, and closeout of maintenance service contracts, in consultation with Dulles Toll Road Management, the Contracting Officer, and the Facilities Maintenance Contract Coordinator

Drafts key content of solicitation documents including the statement/scope of work (SOW), technical specifications, evaluation criteria etc.

Performs price analysis, cost estimates, and procurement justifications to support the procurement process.

Produces backup material and presentations to support the budgeting process and to seek pre-solicitation and contract award approvals from senior management and the MWAA Board of Directors.

Assists with the contract solicitation process through development and review of solicitation materials and contract documents; reviews and addresses comments from staff and questions from potential bidders and modifies the solicitation and contract documents as needed; serves on evaluation committees and acts as committee chair for assigned contracts.

Provides technical support to the Contracting Officer and the Procurement and Contracts Department in negotiation of contract terms and conditions for prospective goods, services or equipment.

Develops proposed budgets for contracts; prepares and manages technical aspects and pricing structure of contracts. Tracks status of funds against annual budget and contracting authority and reconciles data with accounting/budget departments.

Monitors contractor's performance for compliance with contract terms and conditions; investigates, documents, and/or resolves problems. Takes action or escalates issues to contractor and/or departmental management and contracting officer as needed.

Certifies invoices for payment or withholds payment; manages the execution, evaluation, and closing of work orders per contract as a tool to evaluate contractor performance.

Investigates, documents, and/or resolves complaints/problems arising from contractor performance, including environmental, life safety, OSHA, damaged facilities or equipment, and airport security violations.

Analyzes trends in contract types, costs, tasks, and materials used for long-range planning of repair, rehabilitation, or replacement needs and potential costs.

Oversees contractor road/lane closures and other traffic control activities to ensure compliance with the Virginia Work Area Protection Manual.  Reports on unsafe conditions or unapproved work. Stops work as needed to protect the safety of workers and the traveling public.

Serves on the Dulles Toll Road Emergency Response Team. Assists with the oversight and management of special or catastrophic events, including those related to winter weather, hurricanes, severe storms, major vehicle accidents etc.

Serves as COTR on assigned maintenance service and supply contracts.

Performs other duties or special assignments as requested by the Toll Road Operations Manager or the Toll Road Manager.

QUALIFICATIONS

Five years of progressively responsible experience in contract administration or management.

Knowledge of contracting, procurement, accounting, and business processes sufficient to determine contract types and successfully manage each type.

Ability to perform the full range of pre-award, award, and post-award contracting functions.

Ability to develop, track, and manage budgets for contracts.

Ability to assist with the development and evaluation of solicitation and contract documents, including statements/scope of work, technical specifications, evaluation criteria, and supporting procurement documentation.

Skill in inspecting facility maintenance work for compliance with contract requirements, applicable standards, generally accepted trade practices, and safety requirements.

Ability to perform detailed analyses on data and information and make recommendations.

Ability to speak and write effectively.

Proficient in using computers, including software such as Microsoft Word, Excel, Outlook, and Teams. Experience using Adobe Acrobat.

PREFERRED QUALIFICATIONS

A Bachelor’s Degree in Engineering, Construction Management, Business Administration, Procurement, Contract Law, or related field.

Certified Professional Contract Manager (CPMC) and/or Certified Federal Contract Manager (CFCM).

Experience with construction, maintenance, landscaping, or substantially similar services, preferably in a roadway or public works environment.

Knowledge of worksite safety rules, regulations, and procedures.

VDOT Work Zone Traffic Control Certification.

Ability to use negotiation techniques to reach agreement on contract terms, modifications, and amendments.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A valid state driver’s license in good standing.

Completion of VDOT Basic Work Zone Traffic Control training within one year of hire, promotion, or placement into the job.

NECESSARY SPECIAL FACTORS

Work requires moderate to heavy physical exertion (lifting objects up to 50 pounds). May bend, stoop, crouch, and work in a cramped position.

Subject to adverse weather conditions and dust, grease, dirt, loud noise, fumes, and potential hazards common to the roadway, facilities, and grounds maintenance processes. Wear personal protective gear as needed or required.

Subject to mandatory overtime, hold-over, and recall on a 24-hour basis for essential services and emergencies such as snow/ice events.
