Responsibilities
· Serve as the site EHS focal point, coordinating daily with the client, EPCC contractor, subcontractors and site teams.
· Monitor compliance with applicable Malaysian EHS legislation, project approvals, permit conditions, contractual requirements and approved EHS plans and procedures.
· Conduct routine inspections, joint walkthroughs and scheduled audits across construction areas, worker facilities, equipment, material storage and environmental controls.
· Verify implementation of permit-to-work systems, risk assessments, job safety analyses, toolbox meetings, competency controls, emergency arrangements and incident-reporting procedures.
· Review contractor submissions and records, including method statements, inspection reports, monitoring results, waste documentation, licences, permits, training records and statutory certificates.
· Monitor controls for high-risk activities, including work at height, lifting, excavation, confined-space entry, electrical work, hot work, traffic management, mobile plant and simultaneous operations.
· Monitor environmental controls for erosion and sediment, scheduled wastes, wastewater and effluent, dust, noise, air emissions, chemical storage, spills and sensitive receptors.
· Record observations and non-conformances, agree corrective actions with the EPCC contractor, and verify close-out within the required timeframe.
· Support incident notification, investigation and root-cause analysis, and track corrective and preventive actions to closure.
· Participate in site coordination and EHS meetings, progress reviews and emergency drills; promptly escalate significant, repeated or overdue issues to client site management.
· Prepare clear daily, weekly and monthly reports covering compliance status, inspection findings, incidents, performance indicators, outstanding actions and emerging risks.
· Liaise with regulatory authorities when authorised by the client and support inspections, submissions and follow-up actions.
· Exercise stop-work authority in accordance with project procedures where there is imminent danger, serious non-compliance or unacceptable environmental risk.
· Maintain complete, current and auditable site EHS records.
Requirements
· Degree or diploma in environmental science, engineering, occupational safety and health, construction management or a related technical discipline.
· Minimum 5 years of site-based EHS experience on construction, infrastructure, industrial or energy projects, including direct coordination with an EPCC or main contractor and subcontractors.
· Proven experience in site inspections, compliance audits, contractor-document reviews, incident investigations and corrective-action close-out.
· Strong working knowledge of Malaysian environmental and occupational safety and health legislation, licences, permits, approval conditions and construction-site compliance requirements.
· Valid Malaysian competency certification or registration relevant to the project scope, such as Safety and Health Officer, Site Safety Supervisor, a Department of Environment competent-person certification, or another recognised DOSH or DOE credential.
· Applicants must provide the certification title, issuing authority, registration or certificate number, competency scope and validity period before mobilisation.
· Practical knowledge of construction controls, including permit-to-work, risk assessment, lifting, excavation, work at height, confined spaces, hot work, traffic management and emergency response.
· Practical awareness of electrical safety, including temporary installations and distribution boards, isolation and lockout/tagout, energised-work interfaces, earthing, residual-current protection, cable management, portable tools and coordination with authorised electrical personnel.
· Practical knowledge of construction environmental controls, including scheduled wastes, wastewater, erosion and sediment, dust, noise, chemical storage and spill response.
· Ability to identify non-compliance, reference the applicable requirement and communicate practical actions to the EPCC contractor.
· Confident communicator able to engage site management, supervisors, workers, contractors and regulators in English and Bahasa Malaysia.
· Ability to prepare concise site reports, meeting records and escalation notes.
· Willing and physically able to work predominantly at site, undertake frequent inspections, wear required personal protective equipment and operate safely within active construction areas.
· Valid driving licence and ability to travel to and within the project site.
· Applicants must submit a project credential sheet stating each relevant assignment’s project type, location, duration, role, EPCC or contractor interface, key responsibilities and associated competency certifications.
