Responsibilities

The Division of Epidemiology, Evaluation, and Partner services (DEEP) focuses on HIV surveillance, public health reporting, data and data systems management, public health informatics, programmatic interventions and education, HIV and STD partner services, cluster detection, outbreak response, program evaluation, and program research. DEEP serves as a source of information to guide AIDS Institute program and resource allocation decisions and to provide a robust, factual picture of the HIV epidemic in New York State. The Division provides expertise and analysis to track the impact and outcomes of statewide disease control efforts. The Division plays a key role in HIV surveillance, disease prevention and linkage to care through direct services provided by field staff throughout the state. The Division includes the Bureau of HIV/AIDS Epidemiology, the Bureau of HIV/STD Field Services, and the data analysis and research translation unit with over 250 staff including staff positioned in Local Health Departments.

The Director, Division of Epidemiology, Evaluation, & Partner Services will formulate policy related to DEEP programs and services; direct program planning, design, and implementation; direct research and evaluation; direct allocation of resources, supervise staff and represent the AIDS Institute.

Minimum Qualifications

A Bachelor's degree in a related field and seven years of experience in the direction and management of a public health, health, human services or health regulatory program or community-based organization; OR an Associate's degree in a related field and nine years of such experience; OR eleven years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least five years of experience must have included supervision of staff and program management. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

A Master’s degree in public health, health administration, epidemiology or a related field and at least six years of experience in each of the following areas: Overseeing HIV/STI prevention and care service delivery systems; HIV/STI disease surveillance; program research and evaluation; grant writing and management; data analysis and research; demonstrated public speaking and presentation skills delivering programmatic/technical content and data to internal and external audiences.  Preferred candidate should evidence a strong working knowledge of HIV/STI epidemiology and in- depth knowledge of sexual health related treatment, prevention, outbreak detection and response, and disease intervention/Partner Services programming.

Conditions of Employment

Management/Confidential position. Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 25% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
